    [size=45]Yesterday, the local government in Diwaniyah Governorate indicated the negative effects of the delay in approving the general budget after crossing the first quarter of the year.[/size]
    [size=45]"There are many negative effects caused by the issue of delay in approving the general budget for the year 2021, including stopping projects and not starting those that were scheduled to start last year and also stopped because the budget was not approved," the First Deputy Governor of Diwaniyah, Faris Wanas, said.[/size]
    [size=45]He added, "Likewise, the issue of contract salaries and daily wages, in addition to the issue of resolving job grades that youths await and the debts owed by the local government in favor of companies and contractors."[/size]
    [size=45]He pointed out that "citizens blame local governments with many problems, even though they have become a buffer and a scapegoat for the confusion of the parliament and the central government, but because they are closest to the citizen, he is responsible for that."[/size]
    [size=45]"The demonstrations taking place in the province all depend on approving the budget, and we do not have any solutions without approving it, but we bear the burden despite our irresponsibility," he added.[/size]
    [size=45]A member of the Parliamentary Finance Committee, Muhammad Al-Shabki, revealed the damages resulting from the delay in adopting the bill.[/size]
    [size=45]Al-Shibki said, "The House of Representatives set next Saturday's session a new date for voting on the budget, after disagreements caused it to be passed early this week," pointing out that "the differences are still continuing and we expect not to pass it on the new date."[/size]
    [size=45]He added that «the delay in adopting the draft law disrupted and paralyzed the movement and economic stability in the country and investment projects for hospitals, schools and others» calling on parliament members to give priority to the people's interest and to pass the budget without disruption.[/size]
    [size=45]Al-Shibki added, “The dialogues regarding the draft budget law are almost stalled now, and there is no development in passing the law,” indicating that “it will not be possible to pass the budget in a session next Saturday because the political forces need more time to pass the law in a consensual manner[/size]
