    [size=45]Despite the passage of nearly five years since the liberation of the lands seized by ISIS gangs and the expulsion of the organization from its last strongholds in the northern city of Mosul, there are still more than one million Iraqis displaced since mid-2014 for various reasons.[/size]
    [size=45]The Ministry of Migration and Displacement faces several challenges in ending the displacement file, including security, social and economic ones, all of which contribute to obstructing the mechanism for the return of these families. Millions of Iraqis were forced to flee and leave their homes in the governorates of Nineveh, Kirkuk, Salah al-Din, Anbar, Diyala, the outskirts of Baghdad and parts of Babil Governorate, after the expansion of the control of ISIS gangs, over the various regions of the country.[/size]
    [size=45]The spokesman for the Ministry of Migration and Displacement, Ali Abbas, said that his ministry "has prepared a plan to implement the project of the government program to return the displaced and close the camps," noting that "the staff of the ministry has begun to return the families, who live in the camps of Kirkuk, Diyala, Salah al-Din, Nineveh, Anbar, Baghdad and Karbala."[/size]
    [size=45]Abbas added, "The number of camps that have been closed has reached 50," noting that "the camps of the Kurdistan region and the Jada camp south of Mosul are still open and inhabited by families."[/size]
    [size=45]A spokesman for the Ministry of Migration and Displacement indicated that "the return process is linked to the rehabilitation program, and within the next few days work will be done to close Al-Jada'a camp."[/size]
    [size=45]He continued, "The ministry's plan is connected and requires financing, preparing the budget, approving it, and forming a government in order to completely end the displacement file," adding that "the file of delaying reconstruction in the liberated areas is related to the local authorities." Abbas went on to say, “The local authority has formed sub-committees linked to the central committees in the General Secretariat of the Council of Ministers for the movement regarding the compensation file,” adding that “the ministry works in coordination with the committees, and according to the controls and procedures required of the affected people, the amount of compensation is determined.”[/size]
    [size=45]He pointed out that "an amount of 25 billion was allocated as a financial grant that included about 16 families, in the year 2021, which was distributed within the controls and procedures that depend on the priority of return, and a committee was formed in this regard." And a spokesman for the ministry stated, "There are several challenges facing the ministry's work in ending the displacement file, including security and social ones, as well as economic challenges, all of which contribute to obstructing its mechanism."[/size]
    [size=45]In turn, the Undersecretary of the Ministry of Migration and Displacement, Karim Al-Nouri, called on the new government to prioritize the issue of migrants and displaced persons and implement the financial support it requires.[/size]
    [size=45]Al-Nouri added that "the number of displaced people after June 2014 amounted to 900,000 families, and 600,000 families have been returned so far, meaning that the percentage of returnees has officially reached 75%."[/size]
    [size=45]And the undersecretary added, "The number of those in the camps is 37,000 families in the camps of the Kurdistan region, in addition to Al-Jada'a camp in Mosul." For his part, a member of the Commission for Human Rights, Fadel Al-Gharawi, says that "the tragedy of the displaced continues in a situation that is not commensurate with the humanitarian situation, and there are flagrant violations against them."[/size]
    [size=45]Al-Gharawi added that "most of the displaced people live in camps that do not have heating requirements, which has led to many children and the elderly in the camps being infected with colds."[/size]
    [size=45]A member of the Commission for Human Rights indicated, "The stay of the displaced in the camps will lead to the continued deterioration of their humanitarian situation," calling on the Ministry of Migration and Displacement to "complete the requirements for closing the rest of the camps in the Kurdistan region and returning the displaced willing voluntarily."[/size]
