The Parliamentary Strategic Planning Committee approved, on Thursday, the country's need to make some amendments to the Iraqi constitution, noting that there are difficulties found within the constitution that "may hinder" making these amendments.
Committee member Muhammad Al-Baldawi said, "The country needs to make some amendments to the Iraqi constitution, especially in the way governance is performed in Iraq, since everyone is looking forward to the regime changing to a (semi-presidential) in which the president of the republic is elected directly by the people, and there will be A parliament that follows up and evaluates, as well as the issue of selecting governors, approving some important laws, the relationship of the region to the center, the relationship of the provinces to the federal government, the method of managing the state, legislating laws, and the Federation Council.
Al-Baldawi added, in an interview with the official newspaper, "Al-Sabah", followed by Mawazine News, that "all these mechanisms today are supposed to change and make amendments to them that may open the door to be the first step to making other changes to the constitution in line with the requirements of the stages that the Iraqi people are going through."
And he continued, "In the fourth session, a committee was formed called (the Committee on Constitutional Amendments) that studied the articles in the constitution and went to the need to find some changes and amendments to some articles contained in the constitution," noting that "that committee faced many obstacles as any committee would face, The fact that the Iraqi constitution came firm with its provisions and is considered - as some described it - a rigid constitution - due to the inflexibility of the paragraphs in it, starting with the issue of approving the amendments. The Iraqi today is a diverse people with nationalities, religions, and political orientations, and this is the first gap.”
He explained that "if there is a political consensus to change and amend some items, there will be another obstacle, which is their approval in the House of Representatives. It is not conducted alone, but at the request of one-fifth of the members of the existing parliament, or at the request of one of the presidencies. Ended 29/N33
