    The House of Representatives voted in its session today, Monday, headed by Muhammad al-Halbousi, Speaker of the House of Representatives, and in the presence of 189 deputies, to amend the law for implementing irrigation projects and finished reading three laws.

    At the beginning of today's session, (February 13, 2023), the Speaker of Parliament stressed "the need for parliamentary committees to take their actual role in order to expedite the procedures for legislating the laws they owe."  

    The House of Representatives voted on the “Third Amendment Bill to the Irrigation Projects Implementation Law No. (138) of 1971 submitted by the Agriculture, Water and Marshes Committee to regulate the process of compensation for the value of fixed installations and plants in the lands included in the implementation of irrigation projects and to address delays in the implementation of irrigation projects in the lands announced.” Freezing it according to the freeze declarations, in a manner that leads to not depriving the concerned parties from continuing to exploit their lands until the actual implementation of the project reaches them and obliging the concerned departments to file expropriation claims within a specified period.

    During the session, which was presided over by Deputy Chairman of the Council, Shakhwan Abdullah, "the first reading of the draft law on the management of animal genetic resources submitted by the Agriculture, Water and Marshes Committee to organize the process of collecting, preserving, maintaining and exchanging animal genetic resources and ensuring their sustainable use because they are the strategic storehouse for the diversity of animal genetic resources in Iraq protection from extinction and loss.  


    The Council postponed "the first reading of the draft law, the first amendment to the General Population and Housing Census Law No. (40) for the year 2008, submitted by the Strategic Planning and Federal and Legal Service Committees, at the request of the government to withdraw the draft."  


    The Council also postponed "the first reading of the draft law regulating the rights of the victims of Ibn Al-Khatib Hospital, submitted by the Committees of Martyrs, Victims, Political Prisoners, Health and Environment, at the request of the concerned committee."  


    The Council completed the "first reading of a draft law dealing with the period of receiving applications stipulated in Law No. (13) of 2016, the first amendment to the Law of Return of Documents Bearing Alias ​​for Displaced and Immigrants No. (79) of 2012, submitted by the Committee on Immigration, Displaced and Community Reconciliation, to provide the opportunity and space For immigrant and displaced citizens who have not been able to submit requests for the return of their documents that bear pseudonyms, and in order to add a period for submitting applications.
