    Shafaq News / The head of the Iraqi Integrity Commission, Judge Haider Hanoun, revealed, on Thursday, the reasons for the failure to fight corruption, while the former prime minister explained the reasons for paying citizens to bribe.



    Hanoun said, during his speech at the Seventh Sulaymaniyah International Forum, which was attended by Shafaq News Agency, that "the previous governments tended to establish subsidiary entities - and perhaps some of them are unconstitutional."
    He explained that "these sub-entities took the integrity of their work, and as a result, the anti-corruption process did not succeed because the previous governments did not go to the competent institution, which is the Integrity Commission."
    For his part, al-Abadi said, during a speech at the forum, that "the Iraqi citizens' lack of knowledge of their rights prompted them to pay bribes to speed up their affairs," pointing to "the seriousness of the matter for the state entity, and that in such a matter, the prime minister cannot do anything."
    Al-Abadi believed that "corruption hides behind complex procedures and red tape, as well as the paperwork and bureaucracy of the state."
    Yesterday morning, the seventh Sulaymaniyah Forum, which was held by the American University 10 years ago, kicked off in the presence of Muhammad Shia’ al-Sudani, Prime Minister of Iraq, Nechirvan Barzani, President of the Kurdistan Region, Judge Faiq Zaidan, President of the Iraqi Supreme Judicial Council, and Pavel Jalal Talabani, President of the Patriotic Union of Kurdistan. And Qubad Talabani, Vice President of the Kurdistan Regional Government, and the representative of the Secretary-General of the United Nations in Iraq, Jeanine Blaskhart, as well as Arab and international personalities, and the forum continued until Thursday.
