     The former President of the Republic, Barham Salih, affirmed, on Sunday, the commitment of all political parties, including the Kurdish ones, to conducting the constitutional amendment to avoid recurring crises during the formation of the government, indicating that the parliamentary system had failed in large parts that necessitate the transition to a new system that might transform the country into a semi-presidential one with broader powers for the President of the Republic.
     Saleh said in an article entitled Towards a New National Contract: A Historical Settlement between the State and Society, which / information / reviewed, that "in this context, we recall that many political leaders also called, on repeated occasions, for the need to organize a new political contract.      He added, "In the midst of the discussions about amending the constitution, there were demands to return to the presidential system, as some argue that the representative system is the cause of the crisis. It is undeniable that the lack of political experience in laying the foundations of the representative system. However, blaming it as the cause of the entire crisis is contrary to reality. In When a broad spectrum rejects the presidential system, especially the Kurds, for fear of the return of tyranny and exclusivity with severe central rule.
     He pointed out that "it is not impossible to produce realistic solutions and find effective and logical approaches through dialogue and discussion, such as moving to a semi-presidential system with a president elected directly by the people, with broader executive powers, with a strong and effective parliament whose incomplete structures represented by the Federation Council, the absent legislative chamber in the House of Representatives, are complemented. And that the relationship between the center and Kurdistan be managed with a new mechanism that removes the justified historical concerns of the Kurds.
     He continued, "The problem of the Kurdish relationship with the central government in Baghdad, since the establishment of the Iraqi state, still exists today, and is one of the challenges facing the country. Since the establishment of the state, Iraq has not been able to contain Kurdistan in a clear project that respects Kurdish privacy and preserves it within the framework of a single nation." Nor did the Kurds abandon their national aspirations, and took paths that the Baghdad government considered unacceptable.
