    [size=45]The Parliamentary Finance Committee confirmed its non-compliance with the decision of the state coalition to end the debate on the budget, pointing out that this process may be delayed until the end of this week, stressing that the government will submit amendments to the law for the next two years through schedules to facilitate its review according to the changes that may occur in the economic reality.[/size]
    [size=45]And as part of a series of meetings conducted by the committee, it hosted yesterday the governors in an expanded meeting to discuss the allocations needed by their regions, according to a statement issued by the media department of the House of Representatives.[/size]
    [size=45]A member of the committee, Representative Mueen Al-Kadhimi, said, “The hosting program established by the Finance Committee regarding the budget has so far included 10 ministries.”[/size]
    [size=45]Al-Kadhimi continued, "Work is underway towards reducing the value of the financial deficit in the budget in general, which at the present time, according to the government project, amounts to more than 64 trillion dinars."[/size]
    [size=45]And he pointed out, “What was included in the project in terms of defining 3.5 million barrels of oil per day for export has been reduced by OPEC.”[/size]
    [size=45]Al-Kazemi pointed out, "These variables oblige us to reconsider some numbers, with the need to preserve the amounts of salaries of employees and retirees, social care and the ration card."[/size]
    [size=45]And he stressed, "An agreement has been reached to keep the sums of important investment aspects such as construction, construction, the electricity sector, and the establishment of schools and hospitals."[/size]
    [size=45]And Al-Kazemi continues, “The date set by the State Administration Coalition to end the discussions on the budget on the tenth of this month came as an expression of support for the government curriculum and the acceleration of the launch of allocations.”[/size]
    [size=45]He stressed, "This date is the last date for submitting observations and not for approving the law. As for our work, it is still continuing to reach serious and reasonable numbers that the government does not bear large loans."[/size]
    [size=45]Al-Kazemi noted, "The government project came loaded with external loans amounting to 10 trillion dinars and other amounts of internal loans, and thus the deficit will be more than 64 trillion dinars."[/size]
    [size=45]And he expressed his confidence in “the possibility of reaching positive results that will help us approve a budget sufficient for the remainder of this year.”[/size]
    [size=45]Al-Kadhimi spoke about "the government's intention to submit a project to amend the three-year budget in the month of October, in proportion to the situation at the time."[/size]
    [size=45]And he continues, “Parliament is waiting for the schedules for the next year to reach it in October, so that they can be properly investigated, hoping that they will be approved before January.”[/size]
    [size=45]Al-Kazemi noted, "The date that the State Administration Coalition spoke about to end the discussions on the budget is not binding on the Finance Committee, which works with management and professionalism, and there are technical matters that it takes into consideration."[/size]
    [size=45]And he continues, “The leaders of the State Administration Coalition appreciate the size of the responsibility placed on the Finance Committee, but we are working to resolve the observations at the end of this week.”[/size]
    [size=45]Al-Kazemi pledges this to “the completion of all required transfers with the necessary reduction of the law,” and revealed “the formation of a sub-committee of the Finance Committee that works to audit the schedules and submit proposals for the reduction. That sub-committee started and I am a member of it at the end of last week.”[/size]
    [size=45]And he stated, “The Finance Committee, even if it is preoccupied with hosting and meetings with governors and ministers, there is a specialized sub-committee that includes 5 members who will be busy checking the schedules that we received from the government.”[/size]
    [size=45]And Al-Kazemi continues, “The work of these deputies will be to present the report on these schedules to the members of the committee for approval.”[/size]
    [size=45]He pointed out, “There is great harmony within the Finance Committee in general regarding the budget law, although its members represent various political blocs, given that the responsibility is the same, which is to expedite the approval of the law in a manner commensurate with the public interest.” Al-Kazemi warned, "The committee has communication with all parties, whether the government, the presidency of parliament, the state administration coalition, or the Kurdistan region."[/size]
    [size=45]He believes that “the biggest challenge facing the committee is time and the need for us to work to pass the law quickly, even though the draft was delayed by the government for 140 days before it reached Parliament.”[/size]
    [size=45]And Al-Kazemi concluded, “The work takes place in the morning and evening hours in order to complete all the requirements and pass the law within a time limit that does not exceed the current month.”[/size]
    [size=45]The State Administration Coalition had held a meeting of its leaders at the house of the leader of the Sovereignty Coalition, Khamis al-Khanjar, and discussed a number of issues related to the implementation of the paragraphs of the political agreement document, and agreed to set the tenth of this month as the date for ending discussions on the budget law.[/size]
    [size=45]For his part, another member of the committee, Representative Jamal Cougar, stated that “Parliament has completed the first and second readings of the draft budget law.”[/size]
    [size=45]And Cougar continued, “The law is currently in the custody of the Finance Committee, which launched a group of hosts that includes officials in the federal government and local administrations in the governorates, with the aim of knowing their needs and their ability to spend the sums allocated to their administrative units.”[/size]
    [size=45]He pointed out, "All indications indicate that it is not possible to adhere to the date of the state administration alliance to end discussions on the budget law."[/size]
    [size=45]However, Cougar agrees with Al-Kazemi, that “the trend within the committee and parliament in general is to pass the law during the current month.”[/size]
    [size=45]He believes that “the law is able to face the deficit for the current year, given that about 6 months have passed, and we are left with only the same amount for this year, in addition to the presence of funds collected from previous years.”[/size]
    [size=45]Cougar added, "The problem will appear to us during the next two years, with continued fears that the global oil market will be exposed to any vibration that would reduce Iraqi revenues."[/size]
    [size=45]The House of Representatives had previously sent a draft budget law for three years amounting to amounts each year of about 200 trillion dinars, but the representatives confirmed that these amounts are very large and called for their reduction to ensure that there is no deficit that cannot be covered.[/size]
