Specialists in economic affairs stressed the need to intensify government oversight to prevent the growth of the "black economy", which is the most prominent aspect of corruption, and relies mainly on smuggling materials and currency laundering, stressing that corruption is the main factor impeding economic growth, providing services and confusing strategic projects, stressing the need Implementation of the provisions of the government program, which has placed the fight against corruption among its top priorities.
The ministerial platform of the government of the Prime Minister, Muhammad Shia’a al-Sudani, focused on a number of points, foremost of which were addressing poverty and unemployment, combating financial and administrative corruption, addressing the electricity crisis, increasing citizens’ processing hours, and protecting the poor groups of society, which are aspects of development that cannot take place, according to a number of specialists. , without rooting out corruption, and limiting its effects on the implementation of projects.
And in a way that confirms the government’s determination to eradicate the scourge of corruption, the Integrity Commission signed a cooperation agreement with the Money Laundering and Terrorist Financing Office at the Central Bank, to enhance the necessary national efforts to confront, combat and limit acts of corruption and money laundering and terrorist financing crimes.

A statement by the Commission stated that the agreement, which was held under the auspices of the Head of the Integrity Commission, Judge Haider Hanoun, and the Governor of the Central Bank of Iraq, Ali Mohsen Al-Alaq, aims to follow up the wanted suspects, recover the funds obtained from acts of corruption and money laundering, protect public money, and raise the efficiency of institutional performance.
And the statement continued, “The agreement provided for the exchange of information related to corruption cases, money laundering crimes and terrorist financing after the approval of the competent judge, and joint coordination to follow up procedures for recovering smuggled funds outside Iraq, in addition to the Anti-Money Laundering and Terrorist Financing Office providing the authority with the available information when conducting the investigation.” About funds, companies and financial activities contributed by taxpayers outside Iraq or a notification of illegal gain is received against them, while the Commission informs the office of the information available when conducting research and investigation of suspected cases of money laundering and terrorist financing crimes.
In addition, the economic researcher, Dr. Abdul Karim Al-Issawi, pointed out the need to intensify control efforts to confront the "black economy" and limit its effects on development rates, indicating that the most important treatments for the black economy and limiting its growth is reforming monetary and fiscal policy, reducing the general budget deficit and transparency in spending. Public, limit extravagance and waste of state resources, and activate anti-money laundering laws by identifying the customer and the nature of the business he performs.
Al-Issawi also stressed the importance of the government moving to conclude more international agreements aimed at addressing corruption and money laundering crimes, as well as expanding the work carried out by the Central Statistical Organization in preparing the necessary studies and data for specialists to determine the size of the black economy, calling at the same time, for the necessity For the government to impose its absolute control over the border crossings, especially in the Kurdistan region, calling for a reduction in the number of these crossings and the unofficial closure of them.
Al-Issawi believes the importance of activating governmental and popular intelligence efforts to curb the black economy and monitor illegal businesses, and to accelerate the establishment of an electronic government to monitor the citizen's real income and what are its sources to subject it to tax.
For his part, the academic, Dr. Amr Hisham, explained that all economic and commercial activities that are not subject to laws, mainly represented by tax evasion, are an integral part of the black economy or the so-called shadow economy, and these illegal practices aim at large illegal profits.
Hisham stressed the need to completely eliminate money laundering, which represents the most prominent form of the black economy, as well as oil smuggling, which is also one of the most dangerous aspects of the black economy, which calls for activating deterrent laws in this field and applying them strictly and not being complacent.
