    He continued, “Secondly, Paragraph C of the same article that provided for an obligation has been amended[url=https://www.alsumaria.tv/Entity/3238106360/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9/ar/]Ministry of Finance[/url]By paying the region's dues monthly and making accounting settlements on a quarterly basis, meaning that the region was receiving its dues in the 2023 budget before the oil was delivered, but in the new amendment, the region was obligated to pay its oil and non-oil revenues before receiving its share of the budget
