    Today, Saturday (October 7, 2023), the Security and Defense Committee in the House of Representatives identified what it called “prohibitions of the security establishment” in the provincial council elections.
    Committee member Salah Zaini said in an interview with “Baghdad Today” that “his committee raised the issue of the possibility of exploiting the security establishment by forces, movements and alliances to gain votes in the provincial council elections scheduled to be held next December 18,” pointing out that “the committee confirmed the rejection of any Attempts in this direction and to preserve the independence of the security institution away from political debates and conflicts.”
    He added, "We will not hesitate to expose any security position that is exploited by any political party to public opinion and take all measures, while announcing the names of the violators immediately without any delay, confirming that some negative cases will be monitored and investigations will be conducted in the coming period."
    Zaini acknowledged, "There are forces trying to put pressure on the security establishment in some provinces, including Diyala, in order to work in their favor in the election file and overlook many mistakes, but we will be on the lookout and we will directly document any negatives and announce them to public opinion."
    Iraq is scheduled to hold local elections on December 18, and these will be the first local elections held in the country since April 2013.
    The provincial council elections scheduled to be held on the aforementioned date are the fourth in the past twenty years after the American occupation in 2003.
    In late 2005, the first local elections were held simultaneously with the parliamentary elections, after the general referendum on the draft permanent constitution in mid-October of that year. In January 2009, the second local elections were held, and in April 2013, the third elections were held.
    The elected provincial councils are responsible for selecting the governor and the governorate’s executive officials, and they have the powers of dismissal, appointment, and approval of the project plan according to the financial budget allocated to the governorate by the central government in Baghdad, in accordance with the Iraqi constitution.
    296 political parties organized into 50 alliances will participate in the elections, along with more than 60 candidates who will participate on individual lists.
    Candidates are competing for 275 seats in the Iraqi provincial councils, 75 of which have been allocated a quota for women, and 10 seats for ethnic and religious minorities.
