Washington warned Baghdad against the participation of factions and investigations into the transfer of weapons and dollars to Hamas

Baghdad/ Tamim Al-Hassan
The coordination framework talks about Iraqi “mediation” with Iran behind the call between Prime Minister Muhammad al-Sudani and US President Joe Biden. But observers and politicians believe that Washington “warned Baghdad” against the factions’ intervention in the Gaza war, otherwise it will be subject to sanctions.
The “Frame” in turn denies its relationship or the government with those groups that operate “outside its control,” and also expresses its willingness to “rein in the factions.”
For days, websites close to the factions have been circulating news about the formation of operations rooms with Hamas in Arab countries neighboring Israel.
These sites showed pictures of faction leaders such as Abu Alaa al-Wala’i (Sayyid al-Shuhada Brigades) and Akram al-Kaabi (Harakat al-Nujaba) in the supposed operations rooms.
News also leaks about the partial participation of these factions in the confrontations with Israel, and about casualties.
Until now, these groups have linked their involvement in the “total war” against Israel to America’s “direct” intervention in the war.
In this context, Baghdad announced the day before yesterday that Biden had contacted Prime Minister Muhammad al-Sudani, and the talk was about the situation in Gaza, even though Iraq is not one of the countries in the confrontation with Israel.
The “Frame” circles say that the American president is looking for “Iraqi mediation with Iran” in order to prevent the expansion of the war in Gaza.
Yesterday, Iranian Leader Ali Khamenei said that no one can prevent Muslims and resistance forces “from responding” if the Israeli bombing of Gaza continues.
According to what was reported on Iranian television, Khamenei held Washington responsible for what is happening, and said that his country has information that America “is leading Israeli policy against Gaza during the last week.”
Biden had denied the existence of “clear evidence” that Iran was behind the attacks carried out by Hamas last week in Israel.
Meanwhile, an Iraqi politician says that the United States wants to prevent “the flow of dollars and weapons” to Gaza.
Politician Mathal Al-Alusi believes that the US President’s contact with Sudanese “is due to Washington’s fear of the influence of militias linked to Hamas and the Revolutionary Guard on the government’s decision.”
Al-Alusi, a former MP, said in an interview with Al-Mada: “The call is to strengthen the Prime Minister’s position against those factions, and to support Baghdad towards calm and non-escalation.”
The former MP stated that Washington wants to “confine the conflict to the Gaza issue, while Iran threatens to expand the war front.”
Al-Alusi, a former member of the Parliament's Foreign Relations Committee, denied the United States' need for Iraqi mediation with Iran.
He said, “Washington wants assurances that the dollar will not reach Hamas from Iraq and that Iraqi lands will not be transformed into a transit route for transporting weapons from Iran to Syria and Lebanon.”
Al-Alusi fears what he says are “American investigations are now underway to find out how Hamas obtained dollars and weapons, and if Baghdad’s involvement is proven, there will be sanctions that affect the people and the economy.”
During the recent call between Biden and Al-Sudani, the importance of “mobilizing efforts and joint work to support sustainable stability in the region” was emphasized, according to a government statement.
The two parties also talked about efforts to “strengthen the bilateral partnership between Iraq and the United States of America, in accordance with the strategic framework agreement between the two countries.”
During the call, the two sides stressed “the necessity of containing the conflict, and working to prevent the expansion of the circle of war, which targets civilians and threatens regional and international peace and stability.”
Today, Wednesday, the American President is supposed to visit Israel in a shuttle visit to the region, where he will then hold a tripartite summit that brings together the leaders of Egypt, Jordan, and Palestine.
In a later development, Al-Sudani received an official invitation from Egyptian President Abdel Fattah Al-Sisi to participate in an emergency summit on Gaza, according to a statement from the Prime Minister’s Office.
In addition, Ihsan Al-Shammari, researcher and head of the Center for Political Thinking, agrees with those who say that the United States does not need Iraqi mediation with Iran regarding Gaza.
Al-Shammari said in an interview with Al-Mada that Washington has other close parties, such as “Qatar and Oman can communicate with them if they want to mediate.”
He added, "Washington wants to clarify the existence of threats made by Sudanese allies and participants in the government."
Al-Shammari refers to the statements of Hadi Al-Amiri, Qais Al-Khazali, Abu Alaa Al-Wala’i, and Nouri Al-Maliki, which threatened to target the United States.
Some positions of the factions have recently hinted at the possibility of targeting American and Western interests at home.
Al-Shammari confirms that the United States “is warning Baghdad against the backdrop of these threats that can be described as official because they are from partners in the government, which puts the relationship with Washington at stake.”
But “framework” parties who spoke to (Al-Mada) believe otherwise, as Baghdad does not bear responsibility for “militias that are not under government control,” referring to Iraqi factions that may participate in the war against Israel.
On the contrary, these parties say that “Baghdad may be ready, in cooperation with Washington, to rein in these factions.”
Ihsan Al-Shammari contradicts these expectations, and says that “Biden’s call was a solid message to Baghdad, and that Washington will not hesitate to respond if it is targeted internally or if Iraqi factions participate in the events in Gaza.”
The researcher infers this by referring to the communication between Sudanese and Biden to the “strategic framework agreement,” which includes Iraq’s protection of American interests at home.
On the other hand, Al-Shammari believes that Biden’s call, which is the second since Sudanese assumed power last year, “does not mean that Washington is convinced of the government’s performance,” according to what the parties to the coordination framework indicate.
Al-Shammari says: “On the contrary, the language of the coordination framework is hostile to the United States, and although Washington separates the Sudanese from the framework, in the end he is the first executive official and the decision-maker.”
