    The team of advisors to the Prime Minister, Muhammad Shiaa Al-Sudani, presented a set of solutions for many important sectors in the country, including taxes and electricity.
    According to documents obtained by Al-Iqtisad News, “a group of advisors chosen by the Prime Minister, Muhammad Shiaa Al-Sudani, whose work specializes in providing full support to the industrial sector, both public and private, and diagnosing the obstacles facing this sector and finding solutions and remedies, have presented several proposals to develop A number of important sectors in the Iraqi state.
    The documents added: In the axis of lands and facilitating establishment procedures, they proposed: -
    The Ministry of Finance/State Real Estate Department and the concerned authorities shall reduce the rental prices of state-owned lands leased to industrial projects by 50% and fix rental fees for a period of five years.
    - The Ministry of Justice/Real Estate Registration Department is responsible for issuing agricultural lands on which existing industrial projects and existing industrial projects that have obtained an establishment license from the General Directorate of Industrial Development or the National Investment Authority are issued separate real estate bonds, regardless of their areas.
    The Ministry of Finance/State Real Estate Department and the concerned authorities are responsible for activating Cabinet Resolution No. (227) of 2020, which specified a solid mechanism for ownership of lands built with industrial projects.
    - The Ministry of Industry and Minerals/General Directorate of Industrial Development is required to issue establishment licenses within a maximum period of three working days from the date of submitting the project owner’s application.
    The single electronic window will be launched within a maximum period of three months to complete the transactions for establishing industrial projects, and the relevant departments will be tasked with completing the necessary approvals for them within a maximum period of 15 days.
    - The Advisory Board/Industrial Sector Support Team is given the authority to review the single window reports, follow up with the departments concerned with delaying granting approvals, and explain the reasons for the delay.
    As for the Ministry of Oil axis, they have presented a set of solutions, which are: -
    The Ministry of Oil is committed to supplying all industrial projects with their actual shares of 100% of petroleum derivatives proven according to the need assessment list prepared by the Ministry of Oil and the General Directorate of Industrial Development, and disbursed using the fuel card method for a full year. .
    - Transferring industrial projects’ shares of unprocessed monthly oil derivatives to the following month.
    - Cancellation of the Ministry of Oil’s procedures for imposing a month of maintenance on industrial projects’ machinery and equipment and not cutting off the share in the maintenance period.
    - Obligating the Ministry of Oil to supply industrial projects with sufficient gas oil for operation and at the approved price at gas stations instead of the current price.
    Regarding the General Authority of Customs, they stressed the importance of:
    - Reducing customs duties for raw materials used in local industries, which are determined by the General Directorate of Industrial Development with unified lists for a period of 5 years.
    The Ministry of Industry and Minerals must take the necessary measures to exempt production lines, imported machinery and equipment to establish or expand local workshops and factories from all customs duties and machinery registration fees.
    Axis of the Ministry of Planning - Standardization and Quality Control
    - Obligating the Central Agency for Standardization and Quality Control and the Directorate for Combating Organized Crime to follow up on all unlicensed products traded in the local market, confiscate them, and refer shop owners who trade them and owners of factories that produce them to the competent courts in accordance with the provisions of the law.
    - Obligating the Central Agency for Standardization and Quality Control to inspect imported products, provided that the importer’s specifications conform to the Iraqi standard.
    The axis of the Industrial Bank
    - Obliging the Industrial Bank to work in accordance with the tasks and duties for which it was established, and to grant loans exclusively to the private and mixed industrial sector, and to stop granting loans to non-industrial projects, and to simplify the procedures for granting loans to industrial projects.
    - Obliging the Industrial Bank to adopt the market price when conducting the valuation of real estate guarantees (buildings and lands) submitted by owners of industrial projects to obtain industrial loans.
    - Obliging the Industrial Bank to accept the project owner’s share of agricultural lands as guarantees provided to obtain industrial loans in accordance with the real estate bonds and the shares fixed therein.
    - Financing industrial projects built on purely owned agricultural lands or which he has the right to dispose of according to his share stated in the real estate deed, industrial lands built on purely owned lands, industrial cities, and economic cities, by guaranteeing the project itself and according to estimated market prices, with insurance for the project against fire and theft, and reconciliation is reserved. Industrial Bank until the loan is repaid.
    Ministry of Electricity axis
    - Assigning the Ministry of Electricity to study the possibility of reducing the price of the electrical unit equipped for industrial projects to 50% of the current price.
    - Obliging the Ministry of Electricity to isolate the feeders of industrial areas from residential areas within a maximum period of one year and equip them with electrical energy for no less than 8 hours per day.
