the spokesman for the Federal Public Service Council, Saad Al-Lami, accused government departments of refraining from disbursing bonuses and promotions to employees because of the moods of some managers in government departments.
Saad Al-Lami explained that the problem lies in “the moods of some public sector departments, which may not grant the bonuses and promotions due to their employees, and thus many employees complain that they deserved annual bonuses and promotions without receiving them or adding them to their salaries.”
He pointed out that "employees face a lot of suffering, not only in the Kurdistan region, but in the public sector in general, as the non-uniform salary scale casts a negative shadow on many of them."
He noted that all employees are subject to the terms and conditions of the State and Public Sector Employees’ Salaries Law No. 22 of 2008, which “fully and detailedly explains all the issues under discussion regarding bonuses, promotions, and assuming job positions.”
He continued, “We are talking here about a federal state, meaning that all laws that have been legislated in the Iraqi Council of Representatives should have their provisions effective for all sectors,” according to the spokesman for the Federal Service Council.
He added: "If the Iraqi Council of Representatives discusses unifying the salary scale and getting rid of many of the existing disparities... we will be able to achieve a state of justice and fairness in which the employee is equal, whether he is in Baghdad or even in the Kurdistan region."
