    Used the fate of a fishing group of 26 Qatari royal family members held hostage for more than a year in Iraq to help with the agreement to evacuate two Shiite villages in Syria in exchange for allowing Sunni opposition fighters and their families to leave two besieged towns near Damascus.
    Under the agreement, residents of the northern villages of Kufriya and al-Fu'a in northern Syria are being moved to the nearby east of Aleppo, while residents of Zabadani and Madaya are moving to the last destination somewhere within rebel control areas in Idlib province.
    The deal has been closed in recent days after two years of negotiations between one of Syria's main opposition groups, Ahrar al-Sham and Iran.
    Qatar and the Lebanese Armed Forces were at the center of the negotiations - both taking their share of negotiations five months ago when members of the royal family were shown in Doha as part of the exchange.
    Bashar al-Assad's involvement in the agreement was negligible, while Iran and Qatar led the negotiations.
    Two Qatari kidnappers were released earlier this week when the agreement came close to enforcement and access. Sources close to the negotiations told The Guardian that emergency efforts to secure the fate of the rest of the men had led to the completion of the plan.
    The deal has been discussed in Doha since the beginning of the year.
    The group that captured the Qatari royal family is the Hezbollah Brigades, one of the main groups of the Iranian Revolutionary Guards in Iraq, whose former commander Akram al-Kaabi was part of an Iranian-backed armed group in Syria.
    About 100 gunmen on dozens of four-wheel-drive vehicles kidnapped 26 people from a country fishing group in a desert area of ​​Muthanna province in southern Iraq in 2015.
    According to Iraqi police sources, the kidnappers included a number of members of the ruling family in Qatar and a Kuwaiti citizen, while Doha announced then sending its deputy foreign minister to Iraq to follow up on the case.
    Nine members of the Qatar fishing group were subsequently released.
