Including health and security..the Iraqi government takes a number of new decisions
Shafaq News/ The media office of the Iraqi Prime Minister Mustafa Al-Kazemi announced on Tuesday that the government has taken a number of new decisions related to the health and security sectors.
The office said in a statement received by Shafaq News Agency, "Al-Kazemi chaired the twenty-second regular session of the Council of Ministers, during which the developments of the general situation in the country were discussed, and a number of vital files directly related to the lives of citizens were discussed."
The Council of Ministers recalled the eighth anniversary of the fall of the city of Mosul at the hands of ISIS, and the great sacrifices that were made in order to liberate the land and preserve the unity of the country.
In this regard, the Prime Minister called for reflection and reflection on the reasons that led to what happened eight years ago and to prevent its recurrence, and expressed his thanks to the Supreme Reference; For her wisdom, and her brave attitude.
Al-Kazemi praised the efforts and sacrifices of the various types of security forces holding the land, and stressed that the Iraqi borders are largely secured, and that he supervises military and security operations on a daily basis to pursue the remnants of terrorism and spread security.
He called on all political forces to assume their responsibilities towards the country and the people, and pointed out that the government faced very difficult circumstances, which it managed to overcome by taking measures that proved successful.
In the context of his speech, Al-Kazemi referred to some who incite violence and harm the public interest of citizens by exploiting social media and media platforms, describing it as unacceptable behavior and that the abusers will be subject to legal accountability.
Emphasizing the government’s keenness to do justice to the medical and health professions segment, and to benefit from its efforts to provide the best medical and health services to citizens, the Prime Minister directed the appointment of medical and health professionals who are covered by Law No. 6 of 2000, as amended, (Law on the Profession of Medical and Health Professions). According to mechanisms to be adopted through coordination between the Ministries of Health and Finance, and the Federal Service Council.
Al-Kazemi directed all ministries and agencies not associated with a ministry to expedite the preparation of an inventory of the names of contractors who have contractual service of no less than two years in preparation for their confirmation, provided that the necessary financial allocations are available without requesting additional financial allocations; This is in fairness to the segment of contracts and daily wages, and for the purpose of improving their standard of living and calculating their services.
The Council of Ministers had approved the calculation of the daily wage service for daily wage earners in accordance with the provisions of Article (5) of Labor Law No. (37) for the year 2015, which authorized the calculation of the worker’s service for the purposes of determining salary and retirement in the event that it is fixed on the permanent owner, provided that pension contributions are met, in coordination With the Ministry of Finance and the Federal Public Service Council.
The Council affirmed the suspension of appointment as a contract or daily wage in a way that does not contradict the law of emergency support for food security and development, which the House of Representatives recently voted on.
- The Ministry of Finance financed an amount of (6,500,000,000) dinars, only six billion five hundred million dinars to the Ministry of Health / Ibn Sina Training Hospital deposited in the account of Rafidain Bank / General Secretariat branch of the Council of Ministers, which is designated for the development of the aforementioned hospital, and the implementation of the medical recruitment project for medical teams foreign; To treat Iraqi patients, start implementation work, prepare infrastructure, and provide medical devices and supplies, in implementation of paragraphs (1 and 2) mentioned in the Federal Financial Supervisory Office book No. (1/1/15/2443) dated February 3, 2021, attached linking a decision The Council of Ministers (15 for the year 2022), from the total of the state or the total of the Ministry of Health.
The session witnessed a review of the epidemiological report, and the procedures of the Ministry of Health; In the face of the Corona pandemic, and the mechanisms adopted to provide supplies, treatments and vaccines in health outlets throughout Iraq.
The Council of Ministers continued to discuss the topics on its agenda, and issued the following decisions:
First/ The Ministry of Finance shall cover the costs of holding the Forum of Ancient Civilizations, in proportion to the level of attendance of the delegations of the forum’s member states, including foreign ministers, ministers of culture and their companions, which will be held in Baghdad for the period from (November 13 to November 14, 2022), in implementation of the two paragraphs ( 1, and 2) mentioned in the Federal Office of Financial Supervision book No. (1/1/15/2443) dated February 3, 2021, attached to the Cabinet Resolution (15 of 2022).
Second / Approval of the following: - To authorize the Director General of the General Tax Authority at the Ministry of Finance, the power to negotiate and initialize the draft agreement to avoid double taxation and prevent evasion from paying taxes imposed on income and capital between the Government of the Republic of Iraq and the Government of the Swiss Confederation in its form Amended by the State Council, based on the provisions of Article (80/sixth) of the Constitution. - The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq to the Director General of the General Tax Authority, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers; In order to obtain the signature of the Prime Minister.
Third / The Ministry of Finance financed an amount of (1,500,000) dinars, only one billion and five hundred million dinars, to the Joint Operations Command to enhance security in the Sinjar sector.
Fourth / Approval of excluding the project to establish a multi-storey park project in the Medical City from the terms of the announcement stipulated in Cabinet Resolution (245 of 2019), according to what was stated in the Baghdad Investment Authority letter No. (N.W/1770) dated April 6 2022 and the Ministry of Health letter on March 2, 2022.
