Shafaq News/ The Iraqi Minister of Trade, Atheer Daoud Al-Ghurairy, revealed, on Monday, new details about the "subsidized loaf" project, which includes replacing the flour quota for those who wish from the families included in the ration card system, with samun or bread.
Minister Al-Jubouri confirmed, according to a statement issued today, and received by Shafaq News Agency, that the initiative to replace the share of flour with the subsidized loaf will be optional, and came based on a study prepared by a specialized committee from the company's departments for the benefit of families who do not use home bakers and sell their shares of flour at low prices to agents. Or rotating, by replacing the share of flour with samoon or bread,

He pointed out that the study included the introduction of the optional subsidized loaf project by replacing the portion of flour with samun or bread at the rate of 120 samoons per person per month, or 90 loaves of bread. The beneficiary receives his daily share of bread or samoon, at the rate of four samoons per person per day.
At the same time, Al-Ghurairy stressed that this initiative, if applied, will contribute to saving large amounts of money that were lost between the parties to the flour distribution process in the targeted areas, where flour is sold by families at low prices that do not amount to the cost of its production, and to achieve the maximum possible benefit by rationing the losses from the production process. The flour processing machinery currently in force.
Earlier, the official spokesman for the ministry, Muhammad Hanoun, told Shafaq News agency that the private sector of bakeries and bakeries will carry out the process of replacing flour with samoon, and it will be optional, not compulsory, and in specific areas as a preliminary experiment of the plan, and among those areas are Al-Dawudi, Al-Mansour and Al-Harithiya.
He pointed out that "the main motive behind this is the theft of the citizen's share of flour, and it is not received with or without pretext, and some families in some areas do not receive flour in the first place and sell it at a low price that does not reach 10 thousand dinars."
As for what he said, Minister of Commerce Atheer Al-Ghurairy said that there is a new plan for the ministry to initiate a new culture to replace flour with samoon, indicating during a televised interview that the citizen received 600 samoon per month instead of flour via the electronic card.
And he indicated that the plan will be applied experimentally in Zayouna and Mansour in Baghdad, starting next week.
Iraq has adopted the ration card system since the issuance of UN Security Council Resolution No. 661 on August 6, 1990, to impose an economic blockade on the country as a result of Saddam Hussein's invasion of Kuwait.
And the Ministry of Commerce suffers from delay in processing the ration card materials, despite its lack, after the ministry reduced the items of the card to five materials, which are supposed to reach the citizen smoothly, and the five materials include rice, sugar, paste, oil and flour.
