    The representative of the Al-Fatah Alliance, Muhammad Al-Baldawi, confirmed on Thursday that the region deals with the federal government as if it belongs to another country, pointing out that the government is working to implement the tripartite budget law that determined the nature of the financial relationship with the region.

    Al-Baldawi told Al-Maalouma, “The Kurdistan Region is not considered a second country, but rather it is dealt with according to the law and the constitution as it is part of Iraq, while the regional government deals with its federal counterpart as if it were in another country.” 
    He added, "The Kurds often go to points of difference and not to common ground or points that constitute a factor of attraction. They also put pressure on areas around which there are problems, such as Kirkuk Governorate and the tensions that occurred there recently." 
    He stated that "the tripartite budget determined the nature of the region's financial dealings in handing over oil and non-oil revenues to the federal government, provided that the region reaches its designated percentage of the budget."
    Al-Baldawi noted, “The Prime Minister has made it clear that the government cannot differentiate between salaries and the amounts that go to the region in other investment and operational fields.” Ended 25 n
