The new governorate councils...an effort to restore citizen confidence

After a 10-year hiatus, the governorate councils are returning to work after an infusion of new blood, which will lead to the change of many positions according to a new vision based on the changes that have occurred over the past years.
The year 2013 witnessed the holding of the last local elections, before the work of the governorate councils was extended in 2017, the date of the end of their term, until the House of Representatives decided to cancel these councils in response to the 2019 demonstrations. The academic and political expert Dr. confirms. Khaled Al-Ardawi said that restoring citizen confidence is the most important duty of the new governorate councils, calling on them to work hard and stay away from conflict, disagreement, and making false promises. Al-Ardawi told “Al-Sabah”: “One of the most important duties of the new governorate councils is to restore the citizen’s confidence that they lost due to their failed performance in the previous stage.” He added that “this confidence will not be achieved through slogans and loud voices, as the citizen has realized that these methods indicate... The failure of their owners is more than their ability to implement their promises and fulfill their professional and ethical obligations,” indicating that “the citizen wants actions that are embodied in the harmony of the governorate councils and their work as one successful team in providing the basic services they need.” He continued: “By basic services, we mean the completion of sanitation projects, roads, bridges, and electrical energy, and finding solutions to the problems of poverty, unemployment, organized crime, family disintegration, the absence of investment projects, etc.,” and he warned that “there is no doubt that these files are complex and intertwined and require coordination and cooperation of local and state governments.” Federal and various social activities to find effective solutions to them, and the citizen will not excuse the governorate councils for their failure,” pointing out that “the governorate councils are facing a real and difficult test of the extent of their ability to prove their difference from their predecessors in terms of performance, or they will soon face a social movement that opposes them.” "It ends with undesirable results." Al-Ardawi called on the new governorate councils to "know the situation in which they are working, and that what is required of them is hard work, not conflict, disagreement, and making false promises." For his part, the writer and researcher in political affairs, Hamid Al-Kaabi, called for taking into account the specificity of each governorate, calling for a focus on the files of education, health, energy, and entertainment. Al-Kaabi told “Al-Sabah”: “It is assumed that there is an action plan to advance the service and legislative situation according to the needs of each governorate, and that the governorate’s problems are diagnosed by the governorate’s executive council, and submitted to the governorate as legislation and to overcome legislative obstacles, and then a plan is developed by the executive authority to accomplish and solve them.” this is the problem". He added, "The needs of the Holy Karbala Governorate differ from the needs of the Muthanna Governorate, which means the need for legislation specific to each governorate in order to overcome the legal obstacles." He continued, "There must be a realistic understanding of the nature of the problem presented before the Provincial Council, then translate it into legislation, and then implement it from there." “By providing a package of investment laws or preparing the infrastructure for these projects in order to complete them.” Al-Kaabi stressed that “lagging projects that concern the interests of citizens must be followed up, such as school, health, energy and entertainment projects,” calling for “taking into account the specificity of each governorate.”
