Observers and specialists in political affairs believed that the resolution of the vacant position of “Speaker of Parliament” must be in accordance with the latest developments, which indicate that the Council will remain headed by it after the end of the blessed month of Ramadan, and that the acting Speaker of the Council, Mohsen Al-Mandalawi, according to the decision of the Federal Court
Political affairs analyst, Saif Al-Saadi, said in a statement to Al-Sabah, followed by Mawazine News, that “the issue of choosing the Speaker of the House of Representatives has not yet been decided,
and according to sources, this position will not be decided until after the blessed month of Ramadan.” He pointed out that, “According to the data, the House of Representatives will remain headed by Mohsen and the political scene. The decision of the Mandalawi Federal Court is acting, because Interpretation No. 322 gave a clear permit to the First Deputy to manage the sessions, provided that the election of a new president is considered a disruption of constitutional entitlements,”
and he added . “Therefore, there are no tangible solutions on the horizon in light of the non-implementation of many demands, including the Oil and Gas Law, the Federal Court Law, and the Union Law, as well as almost a year, given that we are talking about parliamentary elections that will be held next year, 2025.” There is no time left to legislate such important laws
.” For his part, the media advisor to the Iraqi Center for Studies and Development, Ali Fadlallah, said, “The position of Speaker of the House of Representatives is an important and sovereign position, and according to the prevailing political custom since 2003, the problem in Parliament is the share of the Sunni political component, except that The division of the political component associated with this aspect is complex, including that entitlement to this position will make the political scene complicated in light of the presence of problems regarding the candidate for the head of the Taqadum Party, who is supposed to have a decision by the Federal Court regarding the validity of his membership, and this issue will make the matter critical. Going to the issue of pushing for a change in the internal system, therefore, Parliament’s purpose is the possibility of replacing Al-Halbousi’s candidate with a new candidate in order to obtain this position.”
He continued, "This matter will complicate the choice of this presidency." Fadlallah pointed out that the position is in addition to the complexity of the political scene because of its great importance - even if it is occupied by Dr. Mohsen Al-Mandulai on an acting basis - but in order to maintain balance and entitlements, this matter must be resolved by the political component.
