North Korea warned the United States of a preemptive strike in response to what it called "provocations" and US military maneuvers with its neighbor South Korea.
Pyongyang said in a report published by the official news agency: "The armed revolutionary forces have shifted from the current situation based on the reaction, to the state of pre-emptive strikes, to deal with the military hysteria of the enemies and try to reduce the sovereignty of our state and our right to stay."
"All the operational groups (in the North Korean armed forces) are ready to act mercilessly and strike hard at enemies if they do the least provocative action," the agency said, noting that the military was monitoring the extraordinary US military movements.
"If the two countries carry out their joint military exercises, a preemptive nuclear strike will be directed to the two countries," the North Korean People's Army (KPA) said in a statement.
The exercise, described as unprecedented, is scheduled to begin on Monday, days after a Security Council resolution imposing tough new sanctions on Pyongyang.
North Korea says the joint military exercise is a convincing attempt to breach its sovereignty.
The North Korean military has described the nuclear strikes, which it vows as a "blow of justice."
North Korea had previously threatened to launch a nuclear attack during periods of military tension with South Korea, but these threats remained unfulfilled.

New international sanctions have been imposed on North Korea in response to a nuclear test and a test of ballistic missiles, which the United Nations has considered a violation of Security Council resolutions.
