House of Representatives vote on the law and end the reading of bills

House of Representatives voted in its twenty-fourth meeting, which was held under the chairmanship of Mr. Osama Najafi, head of the House of Representatives and in the presence of 205 deputies on Wednesday, 10/02/2013, the bill ended the second reading of the draft laws.
At the beginning of the meeting initiated by any of the Holy Quran the Presidency decided to postpone the vote on the law of political parties and submitted by the Committees of legal and civil society institutions until the vote on election law and انضاجه by parliamentary blocs.
The Presidency decided to postpone the draft law on the establishment of foreign and submitted by the Committees legal, security and defense to make some amendments to it.
The Council voted on the draft law on ratification of the Convention on Economic and Technical Cooperation between the Government of the Republic of Iraq and the Government of the Republic of South Africa and submitted by the committees on Foreign Relations and the economy, investment, legal, for the purpose of strengthening relations between the two governments on the basis of equality and mutual interest and to broaden and deepen prospects for economic and technical cooperation between them.
Then finished the second reading of the draft law on national body Informatics and submitted by the Committee and reconstruction services.
While Mr. Najafi involve decided to security and defense committee and higher education as well as services committee of for fueling law.

The MP suggested Schiller Aziz said the draft law includes an exception to the ministries of defense, interior and national security.

MP Mahmoud Othman said the law helps to secure more transparency and the fight against corruption and terrorism, if applied well, pointing to the need to determine the relationship of powers between the Commission and the Department of Informatics at the Ministry of Science and Technology.
In response to the interventions confirmed the Committee that the law has been read as stated by the government, noting that the delay in the enactment of the Telecommunications and Informatics was the reason for lack of clarity in the legislation of such laws indicating that the Commission will provide information technology in the economic and social development via the Internet in state institutions .
For his part, the Minister of State for Parliamentary Affairs Mr. purity of net debt that the law is very important as the work of the Commission executive privilege and respect to facilitating the transmission of information between the official bodies of the state, pointing out that information security has a special in-law, noting that the appointment of the President of the Commission is a proposal from the President Minister for approval by the House of Representatives.
In another matter followed MP Ashwaq dry in the name of human rights statement dealt with the decision of the House of Representatives Korea as crimes of Anfal genocide, pointing out that the resolution contained items include condemnation of these mass crimes during the former regime being included mass executions and forced displacement and use of chemical weapons.

She Rep. Fatima Hamidi to the importance of granting the province of Basra further decentralization of powers and work on legislation to help strengthen the economic situation.
For its part, showed Rep. Susan Saad said the law is not the level of ambition and shall be subject to modify the terms must be available important elements in Basra with the opening of the headquarters of companies and banks to be the level of other economic capitals.
And after it was scheduled to be voted on the proposed law on parliamentary elections at six o'clock pm asked the Legal Committee امهالها until tomorrow to complete the drafting of some of the paragraphs of the law, which was agreed on most of its clauses which DAI with the consent of Mr. Najafi, who stressed the need to end the legal drafting of the law elections before the voting session tomorrow.
