    [size=45]In Section V, Section 8, the fourth paragraph of the government program issued in 2018: 
    "The adoption of distinguished Iraqi immigrants ambassadors of love and peace of the people of Iraq to the various peoples of the world to enhance the image of Iraq at the international level." 
    Then explained the method of selection in coordination with the ministries concerned Ends with a conference in Baghdad for these ambassadors. Fifty ambassadors of love and peace will be selected within six months.[/size]
    [size=45]Accordingly, on April 21, 2019, the Ministry of Displacement and Migration issued ministerial orders appointing 16 people as heads of Iraqi communities around the world. London, Manchester, Scotland, Stockholm, Malmo, Toronto, Chicago, Finland, Jordan, Sweden, the Czech Republic, Denmark, Germany, Oman, Denmark and Iran.[/size]
    [size=45]Our observations on this decision and the ministerial order: 
    1. No reference is made in the resolution to the need to take the opinion of the communities concerned and their organizations and gatherings.[/size]
    [size=45]2. What has been applied from the government program so far at home to jump and accelerate the formation of councils for the Iraqi communities abroad as if the communities outside the fields of experiments.[/size]
    [size=45]3. This confusion and the meta-decisions will not serve our people and our community. As a clear example, the chaos that took place in the previous parliamentary elections because of the unilateral decisions that led to the loss of hundreds of thousands of votes of our communities abroad.[/size]
    [size=45]4. The Iraqi community in the United States of America is a community in which the institutional work is rooted, its institutions are old, old and effective, it has its own body and its members, it sponsors and defends the interests and rights of the Iraqi community, and coordinates among them when necessary. You do not need councils and presidents.[/size]
    [size=45]5. The institutions of the Iraqi community include political, national, civil, cultural, service and religious institutions, each with its own specificities and objectives. How can a head be appointed by the Iraqi Ministry of Displacement and Migration without knowing the nature of the communities and their institutions?[/size]
    [size=45]6. This move reminds us of the Iraqi expatriate communities failed during the dictatorship of the former regime, which tried to represent the communities abroad, with the difference of course in the intention and reasons.[/size]
    [size=45]7. The method of appointing superiors to "head" the Iraqi communities abroad is unacceptable, undemocratic or civil, an abuse to these struggling communities that stood against dictatorship, wars, terrorism, sectarianism and corruption.[/size]
    [size=45]8. Our communities abroad have suffered from the pain of displacement and exclusion because of the dictatorship and terrorism and the difficulty of coping and living in countries of displacement and migration, and we wish our government to respect these communities and benefit from the accumulated experience in building our beloved Iraq.[/size]
    [size=45]9. After the recent parliamentary elections, our community looked forward to a civil government that distanced Iraq from terrorism and instability, ended the system of sectarian and ethnic quotas, fought corruption, returned refugees and displaced persons to their homes and adopted a state of citizenship and social justice. But so far we see an incomplete government, unfinished projects and ill-conceived programs.[/size]
    [size=45]Our suggestions:[/size]
    [size=45]1. Directing the Iraqi embassies and consulates to cooperate with the organizations of the community and gatherings and deliver all the issued by the Iraqi Ministry of Displacement and Migration and the relevant ministries to Iraqi communities periodically and quickly. 
    Here, we pay tribute to the role of the Iraqi Consul General in Detroit - Mr. Adnan Azara Al-Ma'jun for his cooperation with the community and its organizations.[/size]
    [size=45]2. Formation of a database of community organizations for rapid communication.[/size]
    [size=45]3. Forming a database of blocks and members of the Iraqi community in the United States to benefit from statistics and communication.[/size]
    [size=45]4. Pay attention to the websites and social networking sites of the Iraqi embassies and consulates abroad for the purpose of disseminating information, news and communication with the communities.[/size]
