[rtl]Baghdad ( NINA ) - The financial advisor to the Prime Minister, Mazhar Muhammad Salih, said: Internal or external borrowing begins immediately after the issuance of its parliamentary legislation.
He added to the Iraqi National News Agency ( NINA ): The government begins immediately after the role of the legislative legislation for borrowing, to go for internal and external borrowing to secure its necessary needs such as salaries and others.
Saleh explained that: The government chooses to borrow, whether it is internal or external, according to the amounts of the borrowing and the need for it, and begins immediately after the issuance of its special legislation.
He continued that: because of the financial hardship that our country is going through and in order to bridge the revenue deficit gap with regard to fixed expenditures, especially in the operating budget. So the government went to the legislature to issue a law authorizing the government to borrow from internal and external sources of financing in order to bridge the deficit and enhance public financial liquidity when necessary.
Saleh pointed out that: In the event of legislation for the year 2020 budget or its replacement, the final account at the end of the fiscal year will be included those loans granted after the issuance of legal cover from the House of Representatives and submitted by the government in its first meeting to him.
On Saturday, the Council of Ministers decided to approve the draft of the domestic and foreign borrowing law to finance the fiscal deficit for the year 2020 and refer it to the House of Representatives according to the provisions of the constitutional articles. / End 3[/rtl]
