    "Economy News" reveals the details of the contract signed between Total and the Ministry of Electricity regarding the construction of a solar power plant in Basra Governorate with a capacity of 1,000 megawatts.
    Al-Eqtisadiah News obtained an official document, which includes the establishment of a power station by the French company, Total, with a capacity of 1,000 megawatts, during an implementation period of 36 months.
    The agreement also included the purchase of electricity from Total at a price of $38 per hour for a period of 25 years, and on the principle of BOOT investment .
    The BOOT system means that a private investor constructs the project and operates it for a certain period so that he obtains the costs he incurs in addition to making profits through the returns and fees paid by the users of this project, and after the end of the period, the project and its elements are transferred to the state.
    Iraq has a plan to produce 7500 megawatts to generate electricity from solar energy. So far, it has signed the construction of 3.5 thousand megawatts with France's Total, Norway's "Scatec" and Emirati Masdar.
    The head of the Ministerial Energy Council, Ihsan Abdul-Jabbar, said that Iraq has several programs for the transition towards clean energy, as we have so far signed 3 contracts to establish solar-powered electric stations, indicating that the government has plans to produce 7.5 gigawatts of clean energy in the year 2023.
    He pointed out that Iraq has so far implemented 40% of a program to establish renewable energy projects, adding that Iraq is committed to environmental determinants in order to reduce emissions and pollution.
    Iraq suffers from a great shortage of electric power, as it needs 30,000 megawatts, while its production is less than 21,000 megawatts, in addition to a large deficit in gas that operates power stations, and the country needs 15 billion dollars annually to achieve self-sufficiency, and it cannot The country's revenues from providing the needs of the electricity sector due to the high expenditures of the public sector.
    Iraq has not had any experience in setting up clean energy electric stations during the past years, but it came after Iraq agreed to join the Paris Climate Agreement to reduce carbon emissions at the beginning of this year.
    Energy specialist Yasar Al-Maliki told Al-Iqtisad News, "It was better for Iraq to start with experimental stations to collect data and information, and then gradually build stations with large capacities that are currently occurring, in order to avoid problems that appear in other stations in the future."
    He added that "the problems facing solar energy are represented in the fluctuation of energy production that Iraq's dilapidated electrical system may not bear, and the low efficiency with high temperatures, and this requires specialized studies, although Iraq has very excellent solar radiation that reaches 1899 kilowatt hours per square meter." He explained that southern and western Iraq is the best for building solar plants, especially since Iraq enjoys long bright days during the year.
    And he indicated that Iraq needs a regular and reliable transmission and distribution network, for the solar plants to operate regularly and without problems.
    The first solar-powered plant will enter the national electricity system, which is the Total plant, which amounts to 1 gigawatt, at the end of next year, and then in 2023 it will gradually enter the other stations.
    Iraq is currently working to connect its electricity with the Gulf states, Turkey and Jordan, in order to end Iran’s monopoly, as it buys gas from Tehran higher than the international price, as one million thermal units at a price of 8 dollars, and it also imports 50 million cubic meters from it daily, which the Ministry of Electricity operates plants Electricity is on crude oil, as it spends 200,000 barrels per day, which increases expenditures of more than 5 billion dollars annually.
    Electricity specialist Bahaa Al-Lami said that resorting to clean energy is a very important and smart step, but the problem currently facing the country is the rise in losses as a result of slums and abuses that take place on the network, adding that the electricity sector is currently considered a loser, as a result of weak collection due to non-payment of citizens. .
    He noted that the plans of all successive governments focused on production, and left the distribution, transportation and collection sectors, and that Iraq, with its current production, can overcome the crisis, noting that Iraq's shift towards clean energy can add to the country's budget more than 5 billion dollars annually from the exploitation of crude oil that occupies Electricity stations, as well as stopping the import of gas from Iran.
    Iraq occupies the fifth place as the country most affected by climate change, due to the increase in oil production and gas burning, the increase in the number of cars and private generators, in addition to the great desertification, which caused a major crisis that led to thousands of cancerous diseases annually, in addition to a temperature increase of more than 50 degrees Centennial during the summer, and Al-Kazemi's government began to solve this problem by returning the Ministry of Environment after the Haider Al-Abadi government merged it with the Ministry of Health.
    The Central Bank of Iraq launched a lending initiative through banks for all citizens to install solar panels in their homes and residential complexes, to generate electricity, reduce heat emissions and reduce private generators scattered throughout residential neighborhoods.
