[size=45]The Finance Committee in the House of Representatives reported that there is no intention to replace the ration card items with amounts distributed to citizens, noting that the draft emergency food security support bill will target four important issues related to providing allocations to enhance oil production and provide food stocks for six months, as well as support the electricity and agricultural sectors.[/size]
[size=45]Committee member MP Mishaan al-Jubouri said, "Parliament has actually started making amendments to the draft law on emergency support, food security and development, and these changes include the title of raising the term development because it is not needed." Al-Jubouri added, "The Finance Committee seeks to make the law address four issues only, and does not address aspects related to development, as stated in the project sent by the government." He pointed out, “The law deals, first, with the availability of funds to increase oil extraction and export, and secondly to provide fuel and electricity supplies so that the current summer will pass on Iraqis in better conditions than it was in the past, thirdly to provide enough food stocks for six months, and fourthly, it relates to paying farmers’ debts and finding mechanisms To support the productive agricultural sector.[/size]
[size=45]Al-Jubouri stressed, “The Council of Ministers and Parliament have no intention of replacing the ration card items with sums of money.” And he continued, "An opinion was put forward during the discussions between the Finance Committee and Finance Minister Ali Abdul Amir Allawi, that part of the surplus that resulted from the rise in oil prices is distributed in the form of money to citizens." Al-Jubouri noted, "The House of Representatives is heading to double the funds allocated to the individual per month through the ration card items."[/size]
[size=45]He stressed, "The situation until the present time has not resulted in a mechanism by which the surplus is distributed in the form of money; Because we want to look for safe channels that guarantee the fairness of distribution and the inevitability of these amounts.”[/size]
[size=45]Al-Jubouri went on to “go to create aid that would develop the agricultural sector and go towards delivering aid to farmers to support the local product, in addition to targeting people with special needs, especially those over 60 years old, by improving their social welfare salaries.”[/size]
[size=45]In addition, another member of the committee, Deputy Nazim Al-Shibli, stated that "Parliament continues to discuss the project because of its importance, in light of global problems that could negatively affect food security in Iraq."[/size]
[size=45]Al-Shibli added, "Parliament, far from political conflicts, has completed the first reading of the law, and we will work on making amendments that are commensurate with the purpose of its legislation, and we hope to approve it at the earliest opportunity." He stressed, "the necessity of keeping political differences away from the law, and not linking it to the process of electing the President of the Republic or the Prime Minister."[/size]
[size=45]Al-Shibli concluded, "The main issue that the law will target is the issue of the agricultural file, support for farmers and the payment of their dues."[/size]
[size=45]Economist Safwan Qusay calls for “the replacement of the name of the Emergency Food Security Support Law with the Exceptional Budget Law.”[/size]
[size=45]Qusay stated, "The justifications for legislating the law are for the delay in approving the budget law and the rise in prices in the markets, as the need came to fund issues whose prices rose, especially in terms of food security." The legislator criticized the government for not "inclusion of priorities that are being worked on, that food security should be in the forefront, and after it is fully funded, it will move to another area according to importance." The Finance Committee had hosted a number of ministers during the last period and discussed with them the draft law on emergency support for food security and development, and listened to the views presented by the representatives with the aim of making some amendments to the draft submitted by the Council of Ministers.[/size]
