    The issue of the overcrowded planes at Baghdad International Airport has raised concerns in Iraqi circles about the future of Iraqi Airways, known as the "Green Bird", especially after documents leaked from the Iraqi Ministry of Transport indicate that these planes were neglected and not subject to maintenance procedures.
    Documents of the Iraqi Ministry of Transport revealed in August 2022 that more than 22 aircraft with the General Company for Iraqi Airways are out of service, stressing the need to return these aircraft for the purpose of benefiting from them in commercial air transport and maximizing the company's resources.
    And the issue of the leaked documents began to escalate until the Ministry of Transport decided on the fourth of last September to withdraw the hand of the Director General of the General Company for Iraqi Airways, Abbas Omran Musa, for a period of two months, against the background of the investigation into the issue of idle planes.

    The head of the Al-Nahrain Foundation for Supporting Transparency and Integrity, Muhammad Rahim Al-Rubaie, believes that the transformation of Baghdad Airport into a cemetery for aircraft occurred due to the quota system and rampant corruption in the Iraqi aviation sector, as he put it.
    And he added - in his speech to Al Jazeera Net - that there are many files revealed by the media and dealt with in the corridors of the judiciary and oversight bodies, especially the issue of aircraft rental and maintenance, the issue of meals distributed to travelers and the relatively high ticket prices compared to neighboring countries, and he saw that all these indicators indicate the existence of Corruption in this sector, as described.
    Al-Rubaie points out that there are suspicions of corruption surrounding the accumulation of idled planes at the airport, blaming the Civil Aviation Authority for what he described as "a great waste of public money."
    Al-Rubaie rejects the justifications of the civil authority regarding red tape or the lack of financial allocations, and other arguments, stressing that the judiciary will take its course.
    Al-Rubaie noted that the aviation authority is now under the spotlight, and that the regulatory authorities have begun inspections and monitoring at the airports. He asserts that presenting these cases in the media prompts the judiciary and the Integrity Commission to investigate them, but these investigations extend for months or more due to complex routine procedures, he said.

    Representative Ahmed Al-Rubaie, a member of the Iraqi Parliament's Integrity Committee, reveals that there are approximately 16 aircraft within Iraqi Airways, some of which have been written off, and some are subject to attempts to re-maintenance and return to work.
    In his speech to Al-Jazeera Net, he explains that these aircraft, according to the Ministry of Transport, are somewhat old, and that there is difficulty in obtaining the required spare tools from the original origin.
    Al-Rubaie confirms that this file is now open in the House of Representatives, specifically in the Transport and Communications Committee, and the Integrity Committee, to verify the reality of these planes and the reasons for not repairing them, and the reason for importing them if it is difficult to secure the spare tools required for them.
    He explains that the Ministry of Transport and the Iraqi Airways Company are heading to standardize the types of aircraft so that they do not exceed two specific types, namely, "Boeing" and "Airbus" planes.

    The source added that the successive administrations provided a work environment complaining of indifference, so part of the Iraqi fleet was neglected, and the only possible solution for the recovery of the national carrier was privatization. He pointed out that despite Iraq's possession of modern aircraft, the national carrier has faced a European ban since 2015 for violating the flight conditions of the International Civil Aviation Organization (ICAO).
    The source warned that the absence of the will to rescue Iraqi Airways from its current situation would expose the company to losses, and threaten it with bankruptcy.

    The administrative source at Baghdad Airport expressed his belief that "the administrative problems that Baghdad Airport has been suffering from since 2003 are caused by the appointment of managers according to favoritism and quotas, and the failure to provide personalities with capabilities to manage the airport."
    Regarding the strike carried out by the pilots last February, the source said that it was not the first, as it was preceded by strikes related to the incentive system, the number of flying hours, and ways to develop the national carrier.

    And about the roots of the administrative problems that Baghdad Airport suffers from, Iraqi blogger Yasser Al-Jubouri says that the reason for the failures is due to the nature of the relationship between the Civil Aviation Authority and the Iraqi Airways Company.
    He shows to Al Jazeera Net that the most important problems of the Civil Aviation Authority is that it is a centrally funded department of the state, so it cannot rebuild or maintain Baghdad Airport because it does not have the funds, which made this airport and other Iraqi airports live in a deteriorating situation in terms of services.
    Al-Jubouri says that with regard to Iraqi Airways, it is a self-financing company that does not need the state, but the successive mismanagement and absence of supervision, in addition to partisan protection; Factors that led to its collapse.
    He asked, "How can a company that owns engineers and pilots have 22 idle planes, during the travel season and religious occasions?", expressing his belief that the solution lies in checking the lists of alternative rental planes for these idle planes, and reviewing the rights of the national carrier that were granted to other party companies, As he put it.
    As for the reasons for not achieving the demands of the striking pilots and others, Al-Jubouri said that this is due to the existence of what he called “the corruption protected by political parties.” He added that achieving these demands requires a will and desire to carry out administrative reform in the company, and to recover the airline money that its agents have in Inside and outside Iraq.
    Al-Jubouri believes that the solution begins with dismissing the current administration, ensuring the independence of Iraqi Airways, and keeping the public company away from partisan interests, “corruption” and “nepotism”, calling for the use of employees familiar with modern marketing methods, passenger service, office development, reservations, electronic payment, and facilitating the entry of citizens.
