An international report advised Iraq to reconsider education policies and economic planning, warning the current government against making difficult promises, calling for Parliament to be involved in implementing the ministerial curriculum.
A report by the Atlantic Council for Studies in Washington, translated by Al-Mada, stated that "the new prime minister, Muhammad Shiaa Al-Sudani, was fortunate to assume the responsibility of leading the country."
The report added, "Since the receipt of Al-Sudani, Iraq has been living in a calm phase, with a good financial position and distinguished regional and international relations."
He pointed out, "These health conditions, as well as high oil prices, could help the Sudanese face many inherited challenges, from fighting corruption to the lack of services and the absence of good management."
The report stressed, "This is regardless of internal political disputes, the looming climate change crisis, water scarcity, and continued pressure from major regional players, especially Iran and Turkey."
He stressed, "The Sudanese, since the first day of assuming the position, has been received with unrealistically high wishes and expectations."
The report called on "the prime minister not to give in to these unrealistic demands and to exaggerate his promises to end up fulfilling the duties of the position only."
And he finds, "The Sudanese must make enough realistic promises, take the leadership of his cabinet with effort, and involve Parliament in the responsibility in order to fulfill or achieve these promises."
The report said, "The people will welcome small successes that improve their daily standard of living more than presenting plans that will remain unfulfilled or may be neglected."
He went on to say that "setting priorities and confronting challenges with a practical approach is the essential way to achieve success."
The report added, "This must be done in a multi-level manner across the government," noting that "most of the previous failures occurred because the government often focused on one big challenge and neglected everything else."
He explained, "The success achieved in defeating the terrorist organization ISIS and the important gains in Iraq's foreign relations cannot constitute a justification for the poor performance of some ministries that did not make progress, for example, but not limited to, in the sectors of industry, housing, education and health."
The report pointed out that "the development of a procedural plan to address and reform the country should be the first local priority of the Sudanese Prime Minister."
He noted that "the past three years, especially since October 2021, have witnessed an alarming deterioration in Iraqi societal harmony."
The report continues, that "the Iraqi political parties had no limits when it came to denouncing or belittling one another, and often resorting to malicious language and hate speech."
He continues, "Disputes over ordinary, abstract political issues often lead to describing the other party on charges such as mercenaries, disloyalty to Iraq or working for foreigners."
The report added, "If Iraq is to avoid slipping into the abyss of social and political differences, the new government must work hard to enhance the aspect of inclusiveness, tolerance and national harmony."
And he cautioned, "Confidence-building is an essential element for success that must be followed with the Iraqi political elites taking the initiative."
The report added, "Iraq's foreign policy is another area that needs special attention by the new government."
He continued, "Successive Iraqi governments have achieved record progress in transferring Iraq from a marginalized country to a country with a vital regional role."
The report stated, "A neutral foreign policy with constructive regional communication has given Iraq a number of important advantages in the political, economic and security aspects."
He pointed out, "With the adoption of more of these policies, Iraq will take more towards the path of regional and international integration."
The report pointed out that "Iraq should not be ashamed of taking a strong and solid stand against harmful and malicious foreign interference."
He noted that "the ideal behavior is to use all means of diplomacy and international law."
The report stated, "At the same time, Iraq must also work with its neighbors to ensure that there is no room for using Iraqi lands as a crossing or refuge for forces that pose a threat to their security."
And he indicated, "This matter is important to remove any justification they use to keep their forces illegally in Iraq or to carry out operations that cause the loss of innocent Iraqi lives, as many Turkish and Iranian military activities have recently caused."
The report also called on Iraq to find solutions to the problems of climate change and water scarcity before its impact becomes irreversible.
He describes "the economy as an urgent priority," calling on the government to "work with Parliament to achieve necessary reforms that stimulate investment and activate many disrupted economic sectors at a time when oil prices are still high."
The report warned, "The state will fall because of its weight if it continues to be the only place Iraqis look for in order to obtain appointment and employment."
He went on to state that "the country does not need, nor can it survive, endless waves of unproductive employees in the public sector who join the bureaucratic sector instead of exploiting them in real economic contributions in sectors where their skills and labor can bring about change."
He stressed, "Achieving this goal requires building standards for its educational policy at various levels and preparing a workforce for such jobs for the coming decades."
The report went on to say that "past education and economic planning policies have failed to achieve economic security, and therefore the time has come to reconsider the country's path in these areas."
