     Today, Tuesday, the Council of Ministers issued, during its eighth regular session, headed by Prime Minister Muhammad Shia'a Al-Sudani, a number of decisions.
    The media office of the Prime Minister said, in a statement: “Prime Minister Muhammad Shia’ al-Sudani presided over the eighth regular session of the Council of Ministers, during which the overall general conditions in the country were discussed, and the most prominent issues and files related to the economic and living aspects of citizens were discussed, in addition to deliberating on issues.” listed on the agenda, and taking decisions on them,” pointing out that “the Prime Minister directed that the twenty-fifth of December be an official holiday in all parts of Iraq, on the occasion of the Christmas holidays, and that the twenty-sixth day of the same month be.” An official holiday for the children of the Christian component of the Iraqis.
    He added, "The cabinet discussed the issue of increasing the production capacity of the Diwaniyah refinery project, based on the directives of the Prime Minister during his visit to the Diwaniyah governorate and his inspection of the Diwaniyah refinery on the nineteenth of last November, where he directed his sovereignty to increase the production capacity of the refinery, in order to increase capacity." Refining of petroleum products, supporting the economic reality of the province and providing job opportunities for its people, where the council approved the following:
    1- Authorizing the Ministry of Oil to contract with the executing company of the Diwaniyah refinery, develop it and increase its production capacity by (70) thousand barrels, in accordance with environmental requirements, as an exception from the contracting methods. stipulated in Article (3) of the Government Contract Implementation Instructions (2 of 2014).
    2- The Ministry of Finance and the Ministry of Planning shall take the necessary measures to include the Diwaniyah refinery expansion project, to increase its production capacity, and to include this in the draft federal budget law for the next fiscal year / 2023.
    With the aim of protecting the environmental and biological diversity in Iraq, and stopping wrong practices against nature and the environment, Such as hunting and other activities that threaten rare plants and animals. The Cabinet discussed the decision of the National Committee for Protected Natural Sites (3 of 2017), and approved declaring the site of Lake Sawa a natural reserve, due to its international standards and clear richness in biological diversity, in addition to geomorphological forms and their nature. Distinctive, according to Article (4) of the Natural Reserves Regulations (2 of 2014).
    And in order to eliminate the phenomenon of leaking questions, prevent their recurrence, and to preserve the course of the educational process, and based on the recommendations of the investigative committee formed according to the Diwani order (22060 of 2022) issued by the Prime Minister’s Office regarding the leaking of questions for the third intermediate grade exams for the academic year (2021-2022). ), the Council of Ministers decided to approve the following:
    1- Exempting Mr. (Qasim Rahim Mijbil Abdul Rasool Al-Akaili), Director General of Second Rusafa Education / Ministry of Education, from his post, based on the provisions of Legislative Decree (880 of 1988).
    2- The Ministry of Education and the relevant authorities will implement the rest of the recommendations, each according to its competence.
    The Council of Ministers approved a draft law on ratification by the Republic of Iraq of the agreement to avoid double taxation with regard to taxes imposed on income and capital, and the prevention of tax evasion and avoidance between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia signed in Riyadh on March 31, 2021, which was prepared by the State Council, And referring it to the House of Representatives.”
    And he continued, “A draft law was approved to ratify the cooperation agreement between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia in the field of maritime transport, and referred it to the House of Representatives, based on the provisions of Articles (61 / item first, and 80 / item second). ) of the Constitution.
    He pointed out that "the Cabinet discussed continuing to implement Federal Court Decision No. (121 of 2022) regarding the powers of the caretaker government, and approved the recommendations of the competent committee to (reconsider all cabinet decisions taken from the previous government during the daily affairs period of October 8, 2021). , until October 27, 2022,” indicating, “The Council approved that the legal department in the General Secretariat of the Council of Ministers, in coordination with it and the Department of Cabinet Affairs, committees and relevant authorities, undertake the implementation of the recommendations in question, and not to act on the decisions and directives indicated in their regard (representation), except after presenting each decision to the Council of Ministers to take the necessary action in its regard.



    1- A transfer of (40000000000) dinars, only forty billion dinars, from the operation of the Ministry of Health to the section on employee compensation.
    2- Making a transfer of (15075000000) dinars, only fifteen billion and seventy-five million dinars out of the 1/12 ratio of the total other spending units, including the decrease in the salaries of the Ministry of Environment.
    3- The Ministry of Finance financed the amounts mentioned (1, 2) above, to the accounts of the health and environment departments, according to the deficit in the attached table. Linking the letter of the Ministry of Health numbered to the number (D.A.M / 5/6/5417), dated August 8, 2022.

    Secondly / based on what was stated in the ministerial curriculum paper agreed upon by the political blocs and approved by the House of Representatives according to its decision issued (No. 18 of 2022), which was communicated in the letter numbered (1/9/D.H/S.1/18) dated On October 27, 2022, the Council of Ministers decided the following:
    - The Ministry of Finance spent an amount of 400 billion dinars to pay the dues of the Kurdistan region, provided that the amount is settled after completing the audit of the Federal Office of Financial Supervision of data related to oil and non-oil revenues, in coordination between it and the Office of Financial Supervision in the region, and the completion of the Federal Ministry of Oil calculating oil revenues In coordination with the Ministry of Natural Resources in the Kurdistan Regional Government of Iraq.
