publishes the text of the Council of Ministers decision regarding the use of POS devices.
Below is the text of the decision:
1. Facilitating the Central Bank of Iraq, the procedures for granting licenses to collect international bank cards using point-of-sale (POS) devices, and reducing commissions on banks and entities that use these devices.
2. Obligating all governmental, non-governmental and mixed departments, trade unions, associations and centers in which amounts are collected to open bank accounts and set up electronic payment points of sale (POS) devices to pay by bank cards to collect money, and to enable those who wish to pay with cards, while keeping the cash receipt alongside side.
3. Requiring all private schools, universities, private colleges, and fuel processing stations of all types and locations, and all over Iraq, to open bank accounts and set up electronic payment points of sale (POS) devices to pay by bank cards to collect money and enable those who wish to pay with cards, while maintaining the Cash receipt along with linking the renewal of work permits and granting licenses to practice the profession through these devices.
4. Compelling all centers, shops of all kinds, restaurants, pharmacies, private medical clinics, stores, retail and wholesale outlets, and licensed services that require payment for their interest within the boundaries of the Municipality of Baghdad and the centers of the provinces and districts all over Iraq, to open bank accounts and set up electronic payment vending machines (POS). To collect money and to enable those who wish to pay with cards, while keeping cash receipts side by side, with linking the renewal of work licenses and granting licenses to practice the profession by setting up these devices.
5. Preparing all governmental and private banks, point-of-sale devices for electronic payment (POS) to the aforementioned authorities, and other customers to collect money electronically and throughout Iraq.
6. Exemption of electronic payment and collection devices (POS) and automated teller machines (ATM) for payment and collection systems with bank cards imported from banks, from all customs fees and taxes.
7. Exempting all electronic payment transactions (POS) from taxes.
8. This decision will be implemented as of 6/1/2023.
