    Baghdad today - Basra 
    Despite the lagging projects of Al-Basr Governorate and their double costs, the Governor’s Assistant for Administrative Affairs, Mueen Al-Hassan, revealed debts to the governorate owed by the federal government amounting to 20 trillion dinars that have not been disbursed to it yet.
    Al-Hassan said in an interview with (Baghdad Today), that: "The Office of Financial Supervision acknowledged the existence of the amount owed by the federal government to the account of Basra, but until now we are waiting for its disbursement, even if it was gradually in order to proceed with the implementation of important projects in the province." 
    And between Al-Hassan, our ambition in the current year's budget is to cover ongoing projects or those that will be referred this year for implementation," pointing out that "Basra is the one that finances the budget financially through oil imports, ports, and others. It is fair to finance the province according to its entitlement," he said.
    It is noteworthy that (Baghdad Today) revealed - through official documents and papers - sums and financial costs for lagging projects implemented in Basra Governorate, which are many times their real value in the local markets.
    Baghdad Today published a document on February 19, showing that the local government in Basra spent 3 trillion dinars on projects in the province during 2019.
    The document reveals the allocation of 472 billion dinars from the governorate’s financial budget for the Qurna project, which is marred by suspicions of corruption and delay in implementation by the company to which it is referred.
    Another document of the same Qurna project obtained by (Baghdad Today) and published the day before yesterday, Monday, showed that the price of a square meter of "muqarnas" used in cladding roads within the languishing Qurna project in Basra amounts to 150,000 dinars, which is twice its real cost.
    In the same project, a document also indicates that there are new suspicions of corruption in the Qurna project. The sources say that the price of a meter of "polyethylene" pipe used in the project, which is being implemented by the "Retaining Wall" contracting company, was fixed in the Basra documents between 100 and 160 thousand dinars.
    She added, "This is twice the real price circulating in the markets and in building contracting," which was referred at the same time to other sites.
    Suspicions of corruption in local government projects in Basra do not stop to this extent. An informed source revealed, on the 13th of this month, the prices of lighting poles, one of which reaches 3 million dinars, while the real price of the pole "does not exceed 750,000 dinars, as it is empty." Specifications and made of iron. 
    Another source revealed to (Baghdad Today), that: "The price of the house connection is 455,000 dinars in some projects in the province, while its real price does not exceed 70,000."
    And he stated, "(The manhole) of the tie measures 40 by 60 cm and has a depth of no more than 60 cm. Despite its small dimensions, its amount is about half a million dinars!"
    The source explained, "The manholes are divided into three sections, A , B , and C , where the price of A is three million dinars, while the price of B is four million dinars. As for manhole C , its price exceeds five million dinars."
