Parliamentary sources revealed new impositions in the draft fiscal budget law for the year 2023.
The sources indicate that the budget included in its details the imposition of new taxes, as follows:
5% on revenues from sales of one liter of petrol.
10% on gas or kerosene oil.
15% on imported fuel.
1% rate on sales of black oil.
As well as imposing an airport tax in all Iraqi airports with a lump sum of 25 thousand dinars (about 20 dollars - the cash sale price is 1310 dinars per dollar) per person for travelers outside Iraq.
Kamal, the budget included the share of the Kurdistan region by 12.6%.
The total operating budget is more than 150 trillion dinars (102 billion dollars), and the investment budget is more than 47 trillion dinars (32.2 billion dollars).
As for revenues, they are more than 134 trillion dinars ($91 billion), and oil revenues are more than 117 trillion dinars ($80 billion) based on the price of oil at $70.
While non-oil revenues amounted to more than 17 trillion dinars ($11 billion).
Iraq imports the main oil derivatives, such as gasoline, gas oil and white oil.
According to the Oil Marketing Company (SOMO), last year witnessed the import of more than 5 million tons of oil derivatives at a value of $5.3 billion, compared to 4.7 million tons at a value of $3.3 billion in 2021, and gasoline was the most imported with a value of $3.8 billion, followed by gas oil with more than $1.2 billion.
A member of the Parliamentary Finance Committee, Jamal Cougar, commented on these new taxes by saying: “The Iraqi state is the same as any other country in the world that imposes taxes when its resources are reduced to support its budget, and here the citizen is the victim, not the governments.”
However, he criticized “imposing taxes without any change in the salary scale and improving the condition of citizens, especially the private sector, whose support is almost non-existent in government budgets, in order to create a kind of balance between taking taxes and improving services.”
Cougar warned of “negative effects that will be paid by the citizen” in the event that there are no amendments or improvements in the living conditions of the private sector and the salary scale.
