    Shafaq News / The legal expert, Counselor Salem Hawas, saw on Saturday that the representation of countries in the Arab summits is a protocol, while he indicated that from a constitutional and customary point of view, representation is for the President of the Republic.
    Hawass said, "All Arab countries with their prime ministers are represented in the presence of the Arab, regional and international summits through the president of the republic. Jordan, Egypt, Kuwait, the Emirates, Qatar, Bahrain and other countries have a prime minister, but the one who represents them in the Arab summits is the president." highest in the country and a symbol of its unity.



    He added that "the constitution of the Republic of Iraq has indicated this clearly through several provisions, including the provisions of Article 67, which states that: The President of the Republic is the head of the state and the symbol of the unity of the homeland, (representing the country's sovereignty), and ensures compliance with the constitution, and the preservation of the independence of the country."     Hawass clarified that “the provisions of Article 73/Second of the Constitution stipulate: Ratification of international treaties and agreements, and this means even if it is after the approval of the House of Representatives on these agreements and treaties, but the ratification or the necessity of passing through it and accepting it from it even if the prescribed period has passed.” However, it is a clear indication of the international external side of those treaties and agreements, and this is what happens during the summits in terms of putting forward initiatives, agreements, treaties and statements that precede the convening of those summits.
    The legal expert pointed out, “The provisions of Article 73 / Sixth of the Constitution stipulate the tasks and competences of the President of the Republic regarding the admission and acceptance of ambassadors, which is only clear evidence of the president’s international and foreign duties in accepting the credentials of representing the ambassadors of those countries through him exclusively to security through the second wing of the presidency of the executive authority In addition to the provisions of Article 61 / Ninth / A of the constitution, which provides for approving the declaration of war and the state of emergency by a two-thirds majority, based on a joint request from the President of the Republic and the Prime Minister.
    Yesterday morning, Friday, May 19, 2023, the Iraqi Prime Minister, Muhammad Shia’ al-Sudani, left the capital, Baghdad, for the Kingdom of Saudi Arabia to participate in the Arab Summit Conference in its (32nd) session, instead of the President of the Republic, Abdul Latif Rashid.
