The House of Representatives is heading towards approving a draft amendment to the general amnesty law, in accordance with the proposals of the governmental committee, after passing the draft financial budget law for the year 2023.
The first deputy of the Legal Committee and head of the Sanad Parliamentary Bloc, Mortada Al-Saadi, explained to Al-Sabah that the laws in the House of Representatives are of two types. The first has a financial side, while the second requires political consensus.
Al-Saadi added that there are service laws that proceed as is the case in the workers’ guarantee law, which Parliament recently voted on, indicating that the rest of the laws will be decided upon after the budget, and Parliament will proceed with many important laws such as the “general amnesty” law, which is expected to be passed although it is from contentious issues.
In 2016, the House of Representatives voted on a general amnesty law and the President of the Republic ratified it based on the provisions of Clause (First) of Article (61) and Clause (Third) of Article (72) of the Constitution.
The previous law excluded the perpetrators of the crimes stipulated in the Iraqi Supreme Criminal Court law, the terrorist crime that resulted in death or permanent disability, the crime of sabotaging state institutions, the crime of fighting the Iraqi armed forces, and every terrorist crime that he contributed to committing with assistance, incitement or agreement.
