A wave of angry reactions witnessed in Kuwait, today, Thursday (April 25, 2024), after the signing of a four-way memorandum of understanding between Iraq, Qatar, the Emirates, and Turkey, in Baghdad, on the sidelines of the visit of Turkish President Recep Tayyip Erdogan to Iraq, to establish a “development road” project to link Iraq. Turkey and the Gulf countries.
Most of the angry Kuwaiti reactions, according to reports followed by “Baghdad Al-Youm” in this regard, were caused by the launch of the project from the “Al-Faw” port adjacent to the Kuwaiti “Mubarak” port, amid the faltering completion of the latter, which they considered a threat to the country’s national, economic and commercial interests.
More than a third of the 50 members of the Kuwaiti National Assembly commented on the signing of the “Development Road” project in Baghdad, and considered it, in light of the faltering completion of the “Mubarak Port” project, a failure of the Kuwaiti government’s policies on issues of development and port development, and demanded that it take serious steps towards... Proceeding with its completion, the most important of which is completing work in the port immediately, and forming investigation committees on the reasons for the delay and the extent to which the interests of the State of Kuwait were affected after the signing of the memorandum of understanding for the project. Angry comments also continued by many political and economic activists and others, along with social media pioneers and others, The “Development Road” project, which starts from “Al-Faw Port”, which is adjacent to “Mubarak” Port on “Khor Abdullah” between the two countries, directly threatens Kuwaiti interests, which requires the government to move towards defending the country’s national interest, according to their opinion.
Kuwaiti political activist Badr Al-Najjar said, “Mubarak Port reflects the failure of the state’s philosophy in managing major projects on the one hand, and its weakness in managing international and regional relations on the other hand.” He adds: “The importance of the issue lies in two aspects, the first of which is that if we assume its failure in managing major projects This means that we have a government that is not serious about increasing the state’s resources, and does not have any visions of the idea of the economy, state sustainability, and development. As for the other, it is related to international and regional relations. It is a reflection of a problem in the government regarding its ability to negotiate for these economic projects, and its ability to find greater allies. And more allies.” He continued: “The issue of Mubarak’s port is not new. Discussion of it has begun since at least 2007 in earnest.” He stressed, "Over the course of about 20 years, the issue has accumulated and we have reached a turning point, as other countries have begun to establish another project close to us, meaning that the completion of the Al-Faw Port project is the completion of the Mubarak Port project."
As for the Kuwaiti economic expert, Muhammad Ramadan, he said that the “Development Road” agreement is considered “a memorandum of understanding only, and the basis for this memorandum is Iraq and Turkey, and it includes the establishment of a railway and a road to transport goods or energy and other things, and it is a matter of transportation from the port of Al-Faw to Turkey and from Then to Europe,” indicating that “in order to transport goods, they need the Emirates, which exports these goods or transports them from its ports and logistics areas to Al-Faw port to be transported via Turkey to the rest of Europe, which means transporting goods from India and China via Iraq and Turkey to Europe," he added, "on the other hand, with regard to energy, Qatar will transport gas via this route as well.”
Ramadan confirms that it is “a memorandum of understanding that includes these two issues, in addition to building railways, and so on in this regard.”
Regarding Kuwait’s relationship with the “Development Road” project, Ramadan said, “If it had a port and sufficient logistical equipment, it would have become an important part of this project, and it is possible for the railway to run from Kuwait to Iraq and to Turkey and so on, but due to the lack of any ready infrastructure or logistical infrastructure.” It could be used for such projects, so the move was naturally made to Iraq.
For his part, a member of the Kuwaiti Economic Society, Abdul Mohsen Al-Fikr, commented: “Apart from the economic feasibility known to everyone, countries do not become great without giant projects that work every day to achieve them. A country that does not define its goals will not last, and what I fear most is Even a friendly country will look for its interests away from you and without thinking about you.”
As for the Kuwaiti economic expert, Muhammad Ramadan, he said that the “Development Road” agreement is considered “a memorandum of understanding only,” adding that “repairing the damage caused by the losses of mega projects begins immediately after setting clear future economic goals and objectives, as the state does not have the luxury of delaying.” He warned, saying that “any A loss for a giant project is a loss for Kuwait’s financial strength in the future, so the state must be courageous enough and not be content with being a supervisor of the sectors and go to lead the sectors itself.”
For his part, Member of the National Assembly, MP Abdul Wahab Al-Issa, stated that he immediately contacted government officials, who conveyed to him assurances about the readiness of the “Silk City” law, and that it was waiting for Parliament to convene in order to cooperate in approving the law, which in turn was submitted to the Parliamentary Coordination Committee. With a request to put it on the list of priorities, in order to decide it during the first session of the 2024 Council, which was finally elected on April 4 of this year.
The Development Road Project included the inauguration of land roads and a railway extending from Iraq to Turkey and its ports, with a length of 1,200 kilometers inside Iraq, and aims to transport goods between Europe and the Gulf countries. The investment budget for the project amounted to about 17 billion dollars, and the project will provide 100,000 job opportunities as a first phase. And a million opportunities after its completion and completion. The project is scheduled to be completed in 3 phases, the first ending in 2028, the second in 2033, and the third in 2050 .
