Prime Minister: We have launched strategies to improve the conditions of workers

Yesterday, Saturday, Prime Minister Muhammad Shiaa Al-Sudani opened the work of the Arab Labor Conference in its fiftieth session, which is hosted by the capital, Baghdad, for the period from (April 27 - May 4). The opening ceremony of the conference witnessed the presence of the Secretary-General of the League of Arab States, the President of the International Labor Organization, and the Chairman of the Board of Directors. The Arab Labor Organization, Arab labor ministers, and a number of diplomatic missions.
The Prime Minister delivered a speech in which he praised those in charge of the conference, its plan of action, and the reports that will be discussed. He explained that 59 years ago, Baghdad was a witness and a home for writing the birth certificate of the Arab Labor Organization. On the twelfth of 1965, the Ministers of Labor met in Baghdad and held their conference. The first was in which they approved the Arab Labor Charter and the draft constitution of the Arab Labor Organization, to be an umbrella under which ideas related to labor and workers’ affairs come together.
Al-Sudani said, in his speech during the conference, “The government has provided all the reasons to ensure the excellence of this conference, to come up with positive recommendations, decisions, ideas, and support for the organization,” noting “the great support of the Iraqi government for the success of the Arab Labor Organization’s activities and programs, through the Ministry of Labor and Social Affairs.” When His Excellency was its Minister.
He explained that "the holding of this conference comes in exceptional and difficult circumstances at the Arab and international levels, as the occupation forces continue their aggression against the people of Gaza, violating international law, the norms of war, and United Nations resolutions, and preventing food, medicine, and safe housing for the Palestinians," calling on the international community and its institutions to "do their part." In order to stop this unjust war, based on the humanitarian and moral responsibility drawn up by international laws and resolutions.”
He added: “Everyone has come forward to extend congratulations to the workers of the world on their holiday, on the first of May, wishing them and their union and labor organizations further progress and prosperity,” pointing out that “the world is witnessing crises whose impact has been reflected on the global economy and the social, psychological and economic situation of the peoples of the Arab Organization, and has had a negative impact.” in labor productivity.
He pointed out that "the Arab Labor Conference held in Baghdad bears additional responsibilities other than those that previous conferences used to discuss," stressing: "We must work to improve the performance of labor market institutions and elements, and build a qualitative relationship between educational outcomes and labor market needs."
He stressed "the necessity of attracting women to work as a productive energy that cannot be stopped, as well as reducing child labor," stressing "the importance of adopting new production methods, raising the level of workers and institutions, creativity, innovation, and cooperation with modern technology."
He continued: “Our current government has launched many strategies and initiatives that would improve the reality of work and workers, and we launched (the national strategy to reduce and prevent inequalities in the world of work for the years 2024-2028), in cooperation with the International Labor Organization, and we launched employment and development initiatives for multiple categories, At the forefront is the “Riyada” initiative, to qualify young people and introduce them to the labor market.” He stated, "The youth group represents 60 percent of our society, and is the backbone of the labor movement," adding: "We established the Iraq Fund for Development with huge capital in order to create an investment environment that provides thousands of job opportunities." He stressed, "The success of the Baghdad conference depends on the seriousness of the participation of the three production party organizations and on social dialogue," pointing out that "the government is working to draw future visions regarding new economic sectors such as the green economy, the digital economy, the knowledge economy, and the blue economy, that is, bodies of water, rivers, and others." He expressed his aspiration to “build modern labor institutions to achieve a qualitative shift in performance, legislation, oversight and occupational safety in a manner consistent with sustainable development goals,” noting that “integration between Arab countries can provide a labor market that accommodates all those capable of working.” He concluded by saying: "We have launched the (Development Road) project, which will provide many job opportunities, through the industries that will be localized in the areas through which it passes."
International meeting
On the sidelines of the conference, Prime Minister Muhammad Shiaa Al-Sudani received the President of the International Labor Organization, Gilbert Hongbo.
During the meeting, Al-Sudani welcomed Hongbo’s visit to Iraq, to participate in the Arab Labor Conference hosted by Baghdad, as he is the first president of the International Labor Organization to visit the country, stressing that Iraq is one of the first countries in the region to join the International Labor Organization, in the year 1932.
The Prime Minister discussed with the head of the organization cooperation to develop the work environment in Iraq, pointing to the government’s steps in supporting workers’ conditions through laws and legislation, including the Retirement and Social Security Law for Workers, which was approved last year.
Al-Sudani stressed the need for the expertise of the International Labor Organization to legislate a new law for union work, as well as the need for it in the field of training and qualification and the establishment of training centers in Iraq.
For his part, Hongbo praised the progress achieved by the Sudanese government in the field of supporting the business environment, and paying attention to the labor sector and its workers, by stimulating areas of investment and caring for workers in the private sector. In addition, the Minister of Labor and Social Affairs, Ahmed Al-Asadi, said: Baghdad has returned strongly to contribute to international events under the leadership of Prime Minister Muhammad Shia Al-Sudani.
In his speech during the launch of the activities of the Arab Labor Conference in its 50th session in the capital, Baghdad, Al-Asadi said: “The Arab Labor Conference will be held in Baghdad after a break for years,” and he added that “the conference will support government work in developing the private sector and the labor market,” stressing that “what is happening There are deaths and disasters in Gaza that should be remembered.”

In turn, the Secretary-General of the League of Arab States, Ahmed Aboul Gheit, said in his speech during the launch of the activities of the Arab Labor Conference: “This year’s conference is special because it is held in Baghdad,” expressing his “deep happiness for being in the capital, Baghdad,” and expressing his “thanks.” The leadership and people of the Republic of Iraq warmly received everyone who contributed to the good preparation of this conference.”
He added, "Palestine is under serious attack," warning that "the Zionist occupation authorities are deducting the wages of Palestinian workers and arresting them."
He stressed that "protecting Palestinian rights is everyone's responsibility," calling on the International Labor Organization to "deal with the action plan submitted by the Palestinian Authority regarding restoring the labor market in Palestine."
He noted that "the war in Palestine caused the loss of more than 550,000 jobs," stressing "the need to keep pace with the effects of technological changes in the labor market."
In the Egyptian capital, Cairo, the official spokesman for the Secretary-General of the Arab League, Jamal Rushdi, said that there is special symbolism for this session held in the city of Baghdad, which also hosted the first founding session, during which the organization’s constitution was approved 59 years ago.
Rushdi told “Al-Sabah”: “The Secretary-General devoted an important part of his speech to addressing the conditions of Palestinian workers and the crimes they are exposed to, as he pointed out that the Arab region has witnessed valuable achievements in the field of social protection for workers and the perpetuation of a culture of union rights, with the exception of Palestine, which lives in poor conditions.” Completely different because of the Israeli occupation.”

In his speech during the launch of the conference's activities, Hongbo said: "We commend the Iraqi government's interest in the Arab Action Conference and the restoration of its activity in the capital, Baghdad, and we extend our thanks to it for hosting the Arab Action Conference."
He added, "There are 54 governments, 75 organizations, and 17 regional entities cooperating to empower and achieve social justice and implement business on the ground," stressing "the necessity of continuing to invest in social protection and improving working conditions."
He pointed out that "the events in Gaza led to the instability of the economic situation in the region," stressing "the need for urgent measures to address the situation in Gaza." He continued: "We will continue to work to mitigate the effects and conflict in the Gaza Strip, especially in what... related to the labor market.

As for the Director General of the Arab Labor Organization, Fayez Ali Al-Mutairi, he praised the Iraqi government’s interest in the Arab Labor Conference and the resumption of its activity in the capital, Baghdad.
Al-Mutairi said, in his speech during the launch of the conference activities: “Here, from Baghdad, peace, and 59 years ago, the first building block was laid for the establishment of the Arab Labor Organization.” He added, "We appreciate the presence of Prime Minister Muhammad Shiaa Al-Sudani in person at the conference and the resumption of its activity in the capital, Baghdad, and this is a testimony and sincerity to your dedication to serving Iraq."
He praised "the Iraqi government's interest in the Arab Labor Conference and the restoration of its activity in Baghdad," adding: "Today we are witnessing an accelerating technological revolution."
He pointed out that "what is happening in Gaza is brutality that knows no bounds and is a genocidal war," stressing that "the organization, since its inception, has supported the Palestinian cause and the Palestinian people, and we are committed to defending this cause."
He continued: "We must all renew our commitment in defense of the Palestinian cause," demanding that "the conditions of workers in the occupied Palestinian territories be a basic item."

In turn, the Qatari Minister of Labor and Chairman of the Board of Directors of the Arab Labor Organization, Ali bin Saeed bin Samikh Al Marri, said in his speech: “We meet today under exceptional circumstances, especially the reality in Gaza,” stressing that “the Gaza crisis has been reflected in the reality of work in the region.”
He added, "The Arab Labor Organization achieved many achievements during this year," expressing his hope that "the Arab Labor Conference will produce results that preserve workers' entitlements."
He continued: “In the organization’s report, we reviewed the reality of workers in the Palestinian territories and the genocide they are subjected to,” stressing by saying: “We will continue our support for the Palestinian cause.”
He pointed out that "the Arab Labor Organization has achieved many achievements to serve and develop the Arab labor market," concluding by saying: "We thank the people and the Iraqi government for organizing this session in Baghdad."
As for the Minister of Labor and Rehabilitation in the Libyan National Unity Government, Ali Al-Abed Abu Azoum, he said in an interview with the Iraqi News Agency “INA”: “The conference is being held for joint Arab cooperation in the field of manpower and confronting the challenges facing the labor market, especially artificial intelligence.”
He added, "Through the report of the Director General of the Organization, the need to confront the challenge in a positive way by training young people for jobs concerned with cybersecurity, information and technology, the Arab countries gathered in this conference to support the position of the Arab League and enhance joint economic cooperation," noting that "population density and There are many young Arab women who are employed to support the Arab economy and benefit countries from the labor force, especially oil-exporting countries, because they have great experience that can be benefited from.”
The Lebanese Minister of Labor, Mustafa Bayram, said in an interview with the Iraqi News Agency “INA”: “Holding the Arab Labor Conference in Baghdad has an advantage, because Baghdad is an Arab symbol and Iraq is the land of civilizations and the mosque of Arabs and the pluralism and symbolism of Iraq, especially since the establishment of the Charter of the Arab Labor Organization in 1965 took place.” in Baghdad".
He added, “The conference is related to employment, because there is an unemployment rate in the Arab world and economic crises, so it is important to think jointly at the Arab level.” He continued: “We are missing nothing but managing the existing competencies and talents, and this is an opportunity to announce a clear position to condemn the war on Gaza and Lebanon.” And confirm our right to our land and our resistance.”
He continued: "The joint Arab meeting makes us think of common ideas, exchange experiences, and benefit from the material and human resources that exist in the Arab world."
