    The authorities have accused three Iraqi refugees of fraud in their immigration procedures for failing to reveal their closeness to a man involved in the kidnapping of a US citizen in Iraq in 2004, the Justice Department said.
    Yousif al-Mashhadani, 35, and his brother Adel Hassan, 38, and Hassan's wife, Enas Ibrahim, 32, were arrested Tuesday in Virginia and charged with seeking illegal US citizenship, the ministry said in a statement.
    The ministry said the three had permanent residence permits, but while al-Mashhadani sought citizenship, authorities found his fingerprints matched fingerprints on a document found at the site of the release of a US citizen kidnapped in Iraq in 2004.
    The ministry said a written testimony supporting the criminal complaint said a US citizen had been kidnapped and held with other hostages for months in appalling conditions in an underground hideout in Iraq.
    A raid in 2005 succeeded in liberating the hostages and Majid al-Mashhadani, the brother of the two men held in Virginia, admitted to his abduction. The ministry said the two did not mention Majid in the lists of family members they gave in the residency procedure.
