    Today, Thursday (April 25, 2024), the Council of Ministers issued a package of new decisions, including economic ones.
    The Prime Minister’s Media Office stated in a statement, received by “Baghdad Today,” that “Prime Minister Muhammad Shiaa Al-Sudani chaired, today, Thursday, the seventeenth regular session of the Council of Ministers, during which the general situation in the country was discussed, and a number of service and economic files were discussed.” “And consider the topics on the agenda and take the necessary decisions regarding them.”
    The Council of Ministers continued to develop solutions for the delayed projects with the aim of resuming work on them, based on the government’s approach and the implementation of what was stated in its executive program, where it approved the following:
    Firstly, increasing the amount of reserve and the total cost of the project (establishing colleges of science and arts in Al-Zubair and Abu Al-Khasib, number 2), and emphasizing that Basra Governorate should exercise accuracy in preparing the bills of quantities for projects and take into account future expansions.
    Second: Amending Cabinet Resolution (24179 of 2024) regarding increasing the cost of constructing teaching homes and apartments and establishing internal departments, Phase 2, at Al-Muthanna University, according to the following: 
    1. Increasing the amount of reserve and the total cost of the project (professors’ apartments No. 3 and 4).
    2. Increase the amount of reserve and the total cost of the project (internal sections 7, 8, and 9).
    Third/Approval of the following:
    1. Creating a component (delivering electricity to the Dujail Water Project/Salah al-Din Governorate), within the components of the (Dujail Water Project/Salah al-Din Governorate).
    2. Increase the total cost and reserve amount of the project.
    Fourth: Increasing the contract amount for the component (consulting services and supervision work on the development and maintenance of the Martyr Abu Mahdi Al-Muhandis Street, the Unknown Soldier, and the Green Zone gates), provided that the contract is calculated as a separate component and within the total cost of the project.
    Fifth/ 
    1. Creating a component called (rehabilitation and development of infrastructure / second phase) in Al-Hay district / Wasit Governorate), within the components of (the district sewerage project / M1 Wasit with rehabilitation and development of the infrastructure of the district).
    2. Increase the total cost of the above project.
    As part of following up on the implementation of the Baghdad Metro and Najaf-Karbala Express Train projects, which were announced by the Prime Minister last February, the Council of Ministers decided the following:
    First/ Baghdad Metro Project:
    1. Amending Cabinet Resolution (23753 of 2023) to ensure the following is achieved:
    a. Establishing criteria for evaluating and qualifying investors, and studying and analyzing the offers submitted by them until signing the investment contract.
    B. Auditing and approving all preliminary and final detailed and operational documents and designs for the entire Baghdad Metro project, auditing maintenance and operation documents, approving project costs submitted by investors, and ownership transfer documents and requirements.
    C. Supervising the implementation of the project until the actual start of operation.
    2. Authorizing the Municipality of Baghdad to contract with a coalition of the consulting company (HSS), a Malaysian national, and a company (CHSS), an Emirati national (participation), as an exception to the instructions for implementing government contracts (2 of 2014), and the controls (8 and 16) attached to the instructions for implementing the contract according to the stages. contained in paragraph (1) mentioned above.
    3. The percentage of the consulting contract fees will be (0.6%) for the two stages (evaluation + audit), and (1.2%) for the supervision stage will be from the initial estimated indicative cost, provided that the amount presented in the best offer will be approved later.
    4. Excluding the project from the requirements and conditions of listing.
    5. The investing party shall bear the return of all consulting contract fees, which will be paid from the Baghdad Municipality.
    6. Authorizing the National Investment Authority to grant licenses and sign investment contracts for investment companies from the Baghdad Municipality and the National Investment Authority, in accordance with applicable laws and instructions.
     Second: Najaf-Karbala Express Train Metro Project: 
    1. List the project as follows:
    a. Establishing criteria for evaluating, evaluating and qualifying investors, and studying and analyzing the offers submitted by them, until signing the investment contract.
    B. Auditing and approving all preliminary and final detailed and operational documents and designs for the entire Najaf-Karbala high-speed train project, auditing maintenance and operation documents and approving project costs submitted by investors and ownership transfer documents and requirements.
    C. Supervising the implementation of the project until the actual start of operation.
    2. Authorizing the Ministry of Transport to contract with a coalition of the consulting company (HSS), a Malaysian national, and a company (CHSS), an Emirati national (participation), as an exception to the instructions for implementing government contracts (2 of 2014), and the controls (8 and 16) attached to the instructions for implementing the contract according to the stages. contained in paragraph (1) mentioned above.
    3. The consulting contract fee will be (0.6%) for the two stages (evaluation + audit) and (1.2%) for the supervision stage will be from the initial estimated indicative cost, provided that the amount presented in the best offer will be approved later.
    4. Excluding the project from the requirements and conditions of listing.
    5. The investing party shall bear the return of all consulting contract fees that will be paid by the Ministry of Transport/The General Company for Iraqi Railways.
    6. Authorizing the National Investment Authority to grant licenses and sign the investment contract for investment companies from the Baghdad Municipality and the National Investment Authority, in accordance with the applicable laws and instructions.
    As part of the government’s measures to protect the local product, support the national industry, and ensure the provision of job opportunities in important economic projects, the Council agreed to approve the recommendations of the meeting held on April 24, 2024, as follows:
    1. Imposing an additional customs duty of (50%) on imported table eggs, in addition to the original customs duty of (20%), approved pursuant to Cabinet Resolution (23672 of 2023).
    2. Obligating producers to affix standard labels for their product (product name, production date, and expiration date on the outer packaging).
    3. Obligating producers to place the production date and product label on each egg, within a maximum period of (3 months) from the date of issuance of this decision. 
    4. Preventing the transfer of table eggs that do not carry the visas mentioned in Paragraph (2) above between governorates.
    5. Assigning the Ministries of Trade and Agriculture, the Competition and Monopoly Prevention Council, and the Iraqi Association for the Care of Poultry Producers to follow up on the implementation of the decision on an ongoing basis, provided that monthly reports are submitted to the Ministerial Council for the Economy.
    6. This decision will be implemented starting May 2, 2024.
    In order to ensure the success of the waste treatment and clean energy production project, which is one of the projects that receives the government’s attention, the Council of Ministers voted on a decision obligating the Ministry of Electricity to purchase the energy actually produced from the waste treatment and generation project. The National Investment Authority is responsible for generalizing the study related to the electricity generation project. Electrical energy, through the Supreme Authority for Coordination between Governorates; to act accordingly.
