    Baghdad Governor Atwan al-Atwani on Saturday urged the activation of the capital law, which regulates the work between the governorate and the secretariat of Baghdad, pointing out that the law contributes to the dismantling of administrative and service overlaps between the service institutions in the capital.
    Al-Atwani said in a statement received by "Al-Trend Press" that "we in the province of Baghdad to maintain contact and coordination with the Secretariat of Baghdad through meetings and bridges of cooperation in order to deliver the best services to the people of our beloved capital."
    He pointed out that "both institutions operate according to laws as the secretariat of Baghdad operates according to Law 16, which regulates its work and that the province of Baghdad operates according to Law 21 and therefore each institution has laws and legislation and a plan of action."
     
    Al-Atwani added that "the problem or the dispute is not jurisprudence or conflict of powers, but lies in the nature of the projects where the functions of the Secretariat of Baghdad, the implementation of infrastructure water and sewage, roads and parks and bridges, and the work of the province within its administrative borders and the limits of the Secretariat of Baghdad and everything related to the departments of health, Sports, youth and social welfare, as well as in the districts and sub-districts falls under the responsibility of maintaining this intersection and this presence in one field of work and with different laws created this overlap. "
    The governor pointed out that "the best solution is to activate the capital law, which regulates the work between the governorate and the Secretariat, so that we have a clear vision of who is linked to the secretariat. Is it related to the local government? Is the secretary elected, and the governor elects who dismisses the secretary and who appoints all these powers? To be clear structure and tasks are known. "
