    The government program, launched by Prime Minister Adel Abdul-Mahdi, angered Sunni politicians for what they described as marginalizing the war-torn provinces on a hasty organization, as well as the "injustice" of these provinces in the budget of 2019 presented to parliament.

    He pointed out that "this indicates a major imbalance and a constitutional violation in the budget estimate for the province of Nineveh," pointing out that "the reason is that each political group seeks to satisfy the province, and this is not new in the Iraqi situation."
    For its part, announced the MP in the Iraqi parliament for the province of Nineveh Basma Basim, "The share of the province of the financial budget for the year 2019 very few, and not enough to rehabilitate the projects and infrastructure destroyed," according to a press release.
    "The share of Ninewa governor of the budget in 2019 is 143 billion dinars, and this amount is very little compared to the need of the province of reconstruction of infrastructure and compensation for victims of terrorism."

    It is noteworthy that the Iraqi forces regained control over the entire territory of Iraq, three years after the control of the Dahesh on the provinces of Nineveh, Anbar and parts of Diyala, Salahuddin and Kirkuk.
    The government announced that the damage rate is significant in the provinces that have been restored from the control of the militant organization, especially Nineveh province (and its center of Mosul), where the amount of destruction on the right side of them by about 80 percent.
