BAGHDAD (Reuters) - The Association for the Defense of Press Freedom in Iraq on Wednesday accused parliament speaker Mohamed Halabousi of committing a "dictatorial" act that signals political agreements that try to curb freedom of expression.
The Assembly said in a statement that "Halabousi included a paragraph to discuss the report of the project of information crimes on the agenda of the parliament session on Thursday, without returning to the committees concerned or local organizations and journalists and stakeholders in this law."
The statement added that "the Assembly learned from its sources that the parliamentary committees concerned with the laws demanded the Speaker of Parliament to wait in the second reading, and read any report on the project issued by other committees, pending research with stakeholders in this law, but did not care, This statement".
He added that "the members of the committees of culture, information and human rights have prepared a plan to prepare the law and absorb objections, and the balance between Iraq's international obligations and the Universal Declaration of Human Rights and the protection of constitutional rights and freedoms, including meetings and consultative meetings and a hearing of the concerned parties to the law,
The Association for the Defense of Press Freedom in Iraq, "the behavior of the President of the parliament and its use with the law purely political," asserting that "this act of dictatorship by Halabusi marks political agreements that try to restrict the freedom of expression and freedoms guaranteed constitutionally."
According to the statement, the Assembly confirmed that "the Speaker of the Parliament committed a legal offense by including a paragraph of the report of the draft law, which is the second reading of the draft, without returning to the relevant committees (culture and information, education and technology, human rights, security and defense).
She pointed out that "this law is very contrary to the Iraqi Constitution, the international agreements and treaties signed on them, as well as the federal laws in force and the most prominent ones (Penalties No. 111 of 1969, Publications No. 206 of 1968, Copyright of 1971, Combating Human Trafficking No. 28 of 2012 , The fight against drugs for the year 2017), "noting that" the law contains about 70 articles of punishment, all mentioned in the Iraqi Penal Code, as the law ignored many of the electronic safeguards for the Iraqi user. "
The Assembly called on international organizations concerned with freedom of expression to "intervene to prevent the Speaker of the Parliament from passing political agreements aimed at silencing the mouths and restoring the sanctions against liberties to Iraq again," calling on journalists' colleagues and concerned local organizations, especially the rights and control of them, to break their silence and explain their positions. Which is a farce in the Iraqi Council of Representatives. " Finished
