BAGHDAD (Reuters) - Iraq is in talks with the United Nations over whether it can prosecute militants calling on foreigners currently held in Syria who have not committed crimes in Iraq, Prime Minister Adel Abdul Mahdi said on Tuesday.
Asked whether Iraq would consider their trial, he told reporters at his weekly conference that his government was considering the idea and had offered some of its findings to the United Nations. "So far we are not prosecuting foreigners who have not fought in Iraq," he said.

Detention camps in northeastern Syria, controlled by Syria's democratic forces, are packed with thousands of men, women and children from more than 50 countries.
The group includes at least 2,000 suspected foreign fighters, many from Western countries whose fate is still uncertain amid a protracted diplomatic process.
Iraq has shown willingness to try them in talks with allies in the United States and Europe. Iraq is prosecuting thousands of suspected members of a sympathetic organization, including hundreds of foreign men, women and children who were detained as the organization's strongholds collapsed.
In recent weeks, Iraqi courts have sentenced 11 French nationals to death after being found guilty of belonging to the organization.
All convicted French nationals were handed over to Iraq in February, and military sources said 14 French nationals were among the 280 Iraqi and foreign detainees handed over by US-backed Syrian forces.
"We are prosecuting individuals who are urging foreigners who fought in Iraq and committed crimes in Iraq," Abdul Mahdi said on Tuesday.
But Reuters reported exclusively last month that US forces had secretly sent at least 30 foreign fighters arrested in Syria since 2017 to be tried in Baghdad, although they had never set foot in Iraq.
