The exemption of the Ministry of Industry and Minerals has raised two general managers within its administrative staff and assigned others instead of them to a wide coverage of the Iraqi media after publishing a document in this regard.
The ministry was obliged to issue a clarification of what it described as the "confused ambiguity" in understanding the letter of the General Secretariat of the Council of Ministers regarding the assignment, recycling and exemption of the general managers in the formations of the Ministry.
The Director General of the Administrative and Financial Department in the Ministry, Diyar Abdullah Khalil, stated that "the confusion" in the contents of the legal department letter in the Secretariat General of the Council of Ministers issue 2266 on 25/7/2019 regarding the assignment, rotation and exemption of the general directors and the holders of private positions in the ministry's center and the general formations attached to it. Khalil said that "the letter of the General Secretariat of the Council of Ministers mentioned the confirmation of the instructions and controls issued by the Secretariat General of the Council of Ministers legal (former) on the procedures of commissioning, recycling and exemption for general managers and holders of senior positions" noting that «has already been issued a letter from the legal department in the Secretariat General of the Council of Ministers No. 2551 on 23/1/2019, which includes directing the Prime Minister to promote applications for appointment and assignment through his office. "
She added that what was reported by some media regarding the interpretation of this book are just baseless allegations.
Other rumors were published on the background of the book within the Iraqi political circles that the freezing of Prime Minister Adel Abdul Mahdi, the powers of the Minister of Industry and Minerals Saleh al-Jubouri.
"The Ministry of Industry and Minerals, working to implement the instructions of the Prime Minister's Office and the instructions of the General Secretariat of the Council of Ministers, and resolution (1266), is a confirmation of previous decisions confirming that there must be any change in the Ministry, shall be exclusive and with the approval of the Prime Minister's Office. "

Al-Shammari stressed that "there is no freeze on the powers of Minister Saleh al-Jubouri, and the powers are continuing and the minister continues his work."
Earlier, media outlets reported that Prime Minister Adel Abdul Mahdi was freeing the powers of Industry Minister Saleh al-Jubouri from exempting and appointing senior officials and canceling his previous decisions.
