    On Saturday (March 13, 2021), an official source said that a "difficult to implement" proposal had been put forward to solve the oil problem between Baghdad and Erbil, while he revealed the terms of the Al-Fatah Alliance to pass the budget, one of which is related to the dollar exchange rate. 
    The source told  IQ NEWS , "The balance dispute in general between the region and the center revolves around oil and ports." 
    He explained, "There is a proposal to solve the problem of oil by delivering the oil center in general to pipelines, companies and wells, and the center bears the responsibility for distribution to the provinces according to population ratios, but with corporate debts it is difficult to implement the proposal," adding that "there is a prevailing opinion, which is debt scheduling like a round of licenses." .
    With regard to the exchange rate of the dollar, he pointed out that "the exchange rate is fixed and its change generates a collapse despite the wishes and efforts for its return," stressing that "the Al-Fateh Alliance is determined not to raise the deficit by more than 10% and will not pass the budget if the exchange rate is not returned and the deficit is reduced." 
    With regard to the Sunni political blocs, he pointed out that "the Sunni blocs are represented by the Speaker of Parliament (Muhammad al-Halbousi) in the budget and he is an expert in these financial matters, so there is a balance in matters between the Sunni blocs," indicating that "there is one problem with the Provincial Reconstruction Fund that the money did not reach them." And the process of transferring investment operations to the provinces.
    Since the House of Representatives received the draft budget from the government, at the end of December of last year, more than two Kurdish delegations visited the capital, Baghdad, to negotiate the proportion of the region, as Baghdad requires that all Kurdistan’s oil imports be received, to give the regional government its share of the budget, which is the content of the last agreement between them. .
    On Monday (March 8, 2021), Parliament Speaker Muhammad al-Halbousi directed that the budget bill be included on the agenda of next Monday's session, based on a request signed by 150 deputies .
    The Parliamentary Finance clarified earlier yesterday that there is a possibility to change the price of a barrel of oil in the 2021 budget, while reports indicate that Parliament may vote on the budget during next Monday's session.
