On Friday, the Finance Committee revealed the inclusion of "important provisions" in the 2021 budget.
Mahasin Muhammadun, a member of the Parliamentary Finance Committee, said in a statement followed by Nass (March 19, 2021), that "the meeting that was held today in the House of Representatives and in the presence of the Finance Committee witnessed hearing the parliament’s requests regarding citizens' rights."
She added, "These requests included confirming contract employees at the Ministry of Electricity in the budget after more than ten years have passed on them," noting that "the committee asked the Ministry of Electricity to determine the differences in salaries between contracts and owners for these and made it clear that the amounts they need are six billion dinars annually."
She added, that the requests also included "the inclusion of those whose contracts have been annulled, the confirmation of daily wages, and compensation for the martyrs of the ferry in Mosul," stressing that "these demands will also be presented to the second meeting that will be held in the presence of the Presidency of Parliament.
A member of the House of Representatives indicated that "the dispute over the region still exists," explaining that "the dispute is related to the quantities of oil supposed to be delivered to Baghdad, and that it is specified at 460 thousand barrels instead of 250 thousand."
In turn, a parliamentary source ruled out passing the budget law today, indicating in an interview with "People", that "the most important points of disagreement are: the missing persons file and compensation, the budget for the provinces and amending their numbers, as well as the oil file between the region and the center."
The Arab Project Parliamentary Bloc, headed by Representative Ahmed Madloul Al-Jarba, hinted on Friday that the session for passing the 2021 General Budget Law would be boycotted, while 7 conditions were set for voting on the budget.
Al-Jarba said in a statement, "People" received a copy of it (March 19, 2021), that "the Arab Project bloc will not enter the vote session on the budget until the following paragraphs are added to the budget:"
1- Adding an article to the budget for the absentees and the missing after the events of ISIS, and paying salaries for their families.
2 - Increase allocations in the compensation file for the liberated governorates in general, and Nineveh Governorate in particular.
3 - Return of the dismissed officers and employees of the local and federal police.
4 - Bringing back the dismissed officers and members of the defense, the popular mobilization and the tribe.
5 - Re-dismissed from customs and ports.
6 - The file of lecturers, graduates and daily workers is handled in the budget.
7 - Returning the dollar as it was or fixing it at the price of 1250 dinars.
On Friday, the National Approach bloc announced a boycott of the budget voting session, for reasons that it identified in 16 points.
The head of the bloc, Ammar Tohme, said in a statement, "People" received a copy of it (March 19, 2021), "due to the Parliament's failure to respond to the fundamental amendments that we demanded, so we announce our boycott of the voting session on the 2021 budget and hold others responsible and the consequences of economic and social consequences." We remind you of the most important adjustments that we have proposed:
1- Restoring the exchange rate to what it was previously, as the damages of this decision became clear early, and the Finance Committee suggested allocating (500) billion dinars as compensation to contractors contracting with the government for the price difference, and the first is to notice the harm to millions of Iraqis who are poor and included in the social welfare network and those with limited income. And all of these damages necessitate the return of the exchange rate to its previous state.
2- Abolishing Article (38) which permits the privatization of all the state’s production and service sectors and permits the participation of investors and contractors in the ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks.
3- Abolishing the two articles (42 and 41) that allow the sale of state-owned agricultural lands to those with the right to dispose of them at a value much less than its real value, and it will create widespread social conflicts.
4- Abolishing Article 47 that permits the sale of the state’s financial assets, including industrial, infrastructure, and others.
5- That the deficit does not exceed 3% of the GDP, meaning that it does not exceed 7 trillion Iraqi dinars.
6- Expanding the titles of sovereign expenditures to include (the Ministry of Oil, Transport and Water Resources, and the inclusion of the security and defense sector in all its ministries and institutions, as well as the emergency reserve).
7- We reject the proposal to withhold the ration card for a family whose monthly income is one million dinars, and we demand that it be increased to include withholding only those whose monthly income exceeds two million dinars.
8- We present the proposal of the approach block on the articles of the region ...
A- Abolishing the first paragraph of Article (11) that calculates the dues of the Kurdistan region for the previous years from 2014 to 2019 despite not having delivered the oil and non-oil revenues.
B - Paragraph Second - A of Article (11) is amended to be (the region is obligated to deliver no less than 460,000 barrels per day to SOMO, and in the event that its production exceeds this amount, it is obligated to deliver it also to the Iraqi Oil Marketing Company (SOMO).
C- Adding Article Seven of the Current Deficit Financing Law (determining the Kurdistan region’s share of the total actual spending (current expenditures and investment project expenditures) after excluding the sovereign expenditures specified in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021) and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures as well as the contingency reserve) provided that the Kurdistan region is committed to handing over at least (460) thousand barrels per day to the Iraqi Oil Marketing Company (SOMO) exclusively, as well as the delivery of Mazad on those quantities and all non-oil revenues In the event of failure by the region, the expenses may not be paid to the region, and the violator of this text bears the legal responsibility.
D- Paragraph Three (a, b, and c) that obliges the federal authorities to pay the region’s loans and financial obligations that it entered into in the years (2014 to 2019) shall be canceled.
E - Article (11 - third) - to be reformulated (the region is obligated to pay the loans owed to the Iraqi Trade Bank)
9- Obliging the mobile phone companies to pay their fines and financial obligations within thirty days, otherwise the license is withdrawn from them and reviewing the contracts concluded with them in order to achieve the lifting of unfairness from the Iraqi state and achieve the highest economic benefit for it.
10- Canceling the oil licensing rounds and replacing them with a formula that achieves the highest benefit to the Iraqi state and eliminates previous injustice
11- Abolishing the salary deduction for public employees and increasing the tax on senior officials, special ranks, general managers and those of their grade.
12- We oppose continuing with foreign loans, as they have far-reaching effects on the country's sovereignty and economy.
13- To oblige the Ministry of Electricity to review investment contracts for electricity production stations in a manner that guarantees the lifting of injustice against the Iraqi state.
14- We reject the proposal of the Ministry of Health to contract with private sector companies to run newly constructed hospitals.
15- We reject the additive article that requires the Ministry of Education to invite the private sector to implement the printing of textbooks, and we suggest restricting it to public state companies only.
16- Rejection of the article that allows the governorates to contract with developers because they will witness secondary speculation on the one hand. Through these projects, the citizen will be charged the cost of constructing the health services infrastructure, electricity, water and sewage streams to increase the profits of the developers (investors) !!! .
The statement pointed out that "these objections represent part of a total of forty basic requirements that are necessary to amend the 2021 budget."
