{Baghdad: Al Furat News} The debate over the state budget for 2021 is at the forefront of political discourse again. While the Council of Ministers authorized its Prime Minister Mustafa Al-Kazemi to challenge some of its parliamentary paragraphs before the Federal Court, the debate raged about the changes that affected the version of the budget published in the official Iraqi newspaper Al-Waqi’a .
Al-Mukhtasar al-Mufid .. In important news, you can find it on the Al Furat News channel on the Telegram .. [You must be registered and logged in to see this link.]
The representative of the network component in Parliament, Qusay Abbas, said in a press interview, that "the 2021 budget that arrived from the government to parliament is the strangest budget in the history of Iraq, and it contains many problems," noting that "most of the parliamentarians, when voting on it, were not aware of the details. Attached tables with it. "
He stressed that "in a dangerous precedent, the parliament was surprised to vote on a budget with variables in some items and paragraphs, and some paragraphs are stuffed with deals between some blocs, while most of the deputies were not aware of adding these paragraphs, so this budget became completely irresponsible."
Abbas added that "some of the paragraphs published in the (Al-Waqa'iq Al-Iraqiya) newspaper were not voted on by the House of Representatives during the budget approval session, and this matter increased the lack of confidence," stressing that "the government must assume its responsibility for what happened in the publication of (the facts) for paragraphs other than Voting on it in Parliament, ”noting that“ these transgressions must not be passed by accident. ”
In addition, the MP for the Patriotic Union of Kurdistan, Hassan Ali, confirmed that the Budget Law became effective after it was published in the Official Gazette.
Ali said: "The region is committed to the law and its provisions and has not expressed any opposition, and the regional government has understandings with all the active political blocs, and we do not expect an appeal by Shiite MPs and blocs of the region's share."
He added, "Most of the deputies voted on the paragraph on the Kurdistan region’s share after reviewing and reviewing it, and it is illogical to object to and challenge it."
In turn, the Chief of the Cabinet of the Council of Ministers of the Kurdistan Region announced a new round of talks between Baghdad and the region, while noting that the Prime Minister of the region, Masrour Barzani, sent a message to the Prime Minister, Mustafa Al-Kazemi, regarding the implementation of the commitments.
Commenting on the cabinet’s decision to authorize Prime Minister Mustafa Al-Kazemi the authority to challenge the budget paragraphs before the Federal Court, Riyad Al-Masoudi, the deputy for the Saeron Alliance, said that “it is not in the interest of the government of the Prime Minister, Mustafa Al-Kazemi, to challenge the 2021 budget law.”
Al-Masoudi stated, "The body that prepares the budget is the Iraqi government, and the House of Representatives has the power to reduce the overall budget or transfer between chapters chapters, and if there is an increase, the parliament must consult with the government."
And he indicated, "The Iraqi parliament played its role in reducing the overall budget, and this reduction was very large, so the reduction was made from 165 trillion dinars to 129 trillion, and there are also paragraphs that have been completely changed by Parliament, and for this the Iraqi government wants to challenge some of the budget paragraphs."
He added, "We believe that it is not in the interest of the Iraqi government to file an appeal against the provisions of the 2021 budget, as this matter will create a kind of lack of understanding between the executive authority and the legislative authority, especially since the budget was sent to the government before the vote on it, and it did not present any real or substantial observations." on her".
