Al-Kazemi: Iraq has the right to possess nuclear energy for peaceful purposes and for energy production

The Iraqi Prime Minister, Mustafa Al-Kazemi, affirmed his country's right to possess nuclear energy for peaceful purposes and to produce energy, and while noting that every step to solve the electricity problem requires several years, he asked 14 questions, including "the reason for not making decisions about electrical connection with neighboring countries and countries of the world throughout 17 years? We have found that the country is only connected to a network with the Islamic Republic of Iran, which has not fallen short of its ability.”
This came in an emergency meeting held by Prime Minister Mustafa Al-Kazemi with the governors, in the presence of the Electricity Processing Crisis Cell, where the Prime Minister’s media office transmitted excerpts from his speech.
Al-Kazemi said: “Two days ago, there were interruptions and interruptions greater than the known rate in electrical power systems, and I will not talk about the immediate reasons for everything that happened, because I formed a special investigative committee to find answers to questions asked by citizens, who is targeting power transmission networks today? And why is he targeting it? Are we facing sabotage operations of a political or terrorist nature? We will answer all of this when the investigation is completed, and I directed the Ministry of Interior in this regard to raise the level of protection for power stations and transmission networks.”
And yesterday, Friday, Al-Kazemi directed the formation of a crisis cell to confront the shortage of hours of electricity supply throughout the country, which will be in a permanent state of meeting during the months of July and August, and with continuous meetings and its decisions are taken by the majority.” In Baghdad and the provinces and remove abuses on the electric power system.
He continued, "Some brothers are blaming when I say that this government is paying the price for wrong, prosthetic policies and wasting money for 17 years in all fields, especially energy. I do not speak with the logic of electoral propaganda, for this is a historical and moral responsibility, and we must be frank to the people after successive governments were unable to be frank for fear of The Iraqi street was angry, and the truth is that all governments and politicians bear this responsibility.”
He wondered, "Why were the electrical connection decisions not taken with neighboring countries and countries of the world for 17 years? We found that the country is linked only to a network with the Islamic Republic of Iran, which did not fall short according to its ability. It also has entitlements to its people, and there is the file of electricity debts and US sanctions resolutions, and we are serious about solving this issue to deliver all the money owed by Iraq to neighboring Iran as a result of importing gas and electricity for the previous years. And we will make progress in this area.”
Last Tuesday, Iran suspended its vital energy supplies to Iraq, in pressure on the Iraqi government to release Iraq's late payments as a result of the latter's import of electricity from Iran through four lines and gas that feeds some production stations in Iraq.
And the Iraqi prime minister continued: “Why is Iraq at a critical angle in front of the entitlements of its people? A year ago and until today, we issued decisions to connect Iraq’s electrical system to all neighboring countries, and this matter will require time and patience to complete electrical interconnection systems with our brothers and neighbors, so that we can face energy challenges together. The normal situation in various parts of the world is the interconnection of energy networks with neighbors, but we wonder Who decided to isolate Iraq and prevent the electrical connection?
In September of 2019, the Iraqi Ministry of Electricity concluded an agreement with the Gulf Cooperation Council to establish two lines for the transmission of electric power with a length of 300 km, divided into two distances, inside Iraq 80 km, and inside the State of Kuwait 220 km, on the sidelines of the Iraq Energy Forum held at the time. In the capital, Baghdad, where the project, if completed, will provide Iraq with hundreds of megawatts of electric power, and Al-Kazemi previously said during a televised interview with “Al-Iraqiya” channel: “We started the electrical connection with the Gulf countries, and we have completed 85 percent of the work in Iraq, and in 2022 it will be completed. The entire electrical connection with the Gulf countries, as well as the electrical connection with Jordan.”
And at today’s meeting, Al-Kazemi stressed that “the decision-maker in any country sets strategies according to his country’s capabilities and future plans, so why did we build gas power plants in Iraq for 17 years with our inability to provide them with gas? And with the absence of a parallel plan to produce gas, and even the absence of a plan to diversify the sources of gas import if necessary? Who bears the responsibility for this grave mistake?” He explained: “As long as we do not have ready-made gas, why have dozens of gas stations been built and money wasted? Why not invest in different fuel stations or go for the solar energy option? Why has the nuclear energy file not been opened yet?
According to experts in the energy sectors, Iraq needs at least twice its current production of less than 20,000 megawatts of electricity, in order to be able to solve the problem of chronic electric power shortage. 30 thousand megawatts, so that Iraq can secure electricity throughout the day.
Regarding the gas file, Al-Kazemi said: “We found that the networks for supplying the stations with energy are also linked to the brothers in the Islamic Republic of Iran, and they did not fail and continue to pump gas despite the failure to pay their dues due to the imposed sanctions, and we need a long time and infrastructure until we find alternative sources of gas from other countries. “.
Iran also exports gas to Iraq through two pipelines that are used to generate power in power plants in Basra, Samawah, Nasiriyah and Diyala, and Iraq owes Iran $4 billion for energy imports.
He pointed out that "Iraq is very late in producing gas, and we need to start directly, and this is what we did without hesitation, but we need two to three years to start producing gas and fill the largest percentage of the stations' needs."
Government estimates in 2020, indicate that Iraq has a stockpile of 132 trillion standard cubic feet of gas, but 700 million standard cubic feet of it, which was burning daily as a result of the lack of optimal investment over the past decades.
Al-Kazemi went on to say: “Two days ago, they said that the power transmission lines melted because of the loads on them and because they are basically old, and the question is why the power transmission system in Iraq wastes 40% of the production? Why did we not start in 2005, for example, until today, to have a modern transportation system? There were many problems and challenges for previous governments, but despite that, it was possible to move in this area.”
According to the statement of the Government Media Cell issued today, the attacks on the national electricity network resulted in the sabotage of (61) main lines.
Al-Kazemi spoke in a less optimistic tone about the time period required to solve the electricity crisis, saying: “Every step to solve the electricity problem in Iraq requires years because Iraq did not actually start with any step during the previous years. Iraq today is gas instead of importing it, and if we invested in non-gas stations, Iraq today would be able to provide electricity, and if we invested in repairing electricity transmission networks, no crisis would have occurred, and if we invested in electrical interconnection with all our neighbors, we would be able to address emergency crises and fill the shortage, especially in summer season".
He continued: “Since last year, we have been continuing to put all these options on the map of actual work, and we will need a few years to solve this issue radically. Each of these steps needs between 2-4 years to implement and start reaping its fruits, and the question arises why this did not happen previously. “.
Yesterday, Friday, the Iraqi Prime Minister ordered the dismissal of the Director General of the General Company for Electricity Transmission / Middle Euphrates as an agency, “for his negligence in performing his duties and duties, which caused the fall of power transmission lines (400kv), and the occurrence of power outage in all governorates,” and ordered an investigation Cases of negligence and neglect in some joints of the ministry
The Iraqi Prime Minister indicated that he spoke with the French “months ago about an Iraqi project to produce nuclear energy. It is Iraq’s right to possess nuclear energy for peaceful purposes and to produce energy, and we have seen understanding among the countries of the world and the French, and if there are obstacles to Iraq’s possession of this option, it is our duty to We are working to overcome it so that no one will come after us to say why these decisions were not taken, as I say frankly and clearly before the people.”
During the past days, popular discontent increased following the complete shutdown of the electrical system in a number of governorates in the Middle Euphrates, in conjunction with the rise in temperatures and exceeding 50 degrees Celsius in some governorates.
Recently, Iraqi governorates witnessed an unprecedented wave of operations targeting electricity transmission towers, between cities, especially those located in remote, uninhabited areas, which prompted the Iraqi Ministry of Interior to contract with a Chinese company to buy drones in order to protect the lines. electric current.
He went on to say, “The current government is a year and a few months old, and it did everything that needed to be done 20 years ago from today. We have taken decisions in all energy files that I will personally bear responsibility for, and they are foundational decisions that we need to implement on the ground, and we have started implementation and will not stop and the next government To complete what we started and to be frank to its people that there is no solution to electricity in Iraq unless we complete the steps we started today.”
Al-Kazemi addressed the cell members and the governors by saying: “You have to continue building and establishing and do not pay attention to electoral propaganda. Bids do not create a state and do not provide electricity. Leave electoral auctions in the electricity file specifically, and let us admit that everyone has made a mistake against the Iraqi people when they refused to take the decision and tarried and did not implement it.” .
And last Sunday, the leader of the Sadrist movement, Muqtada al-Sadr, called for the dismissal of the current Minister of Electricity “for his inability to solve the current problems that the people are suffering from,” proposing “concluding agreements with international companies to rehabilitate the electricity in Iraq.”
A spokesman for the Iraqi Ministry of Electricity, Ahmed Musa, announced to Rudaw Media Network that Minister Majid Hantoush submitted his resignation to the Iraqi Prime Minister, Mustafa Al-Kazemi, on June 28, in response to an invitation made by the leader of the Sadrist movement.
