    There are countless condemned phenomena in society that pertain to the work of the state at the political level and state administration. The failure is clear from infrastructure to projects and investment, through services, reconstruction, construction, the possibility of the return of the displaced, and job opportunities, as well as political disputes that affected the societal reality and government decisions that The mistakes of its policies were dropped on the realities of citizens' lives.
    The emergence and growth of this phenomenon in Iraqi society is due to a major reason: the weakness of the central authority, the corruption of its executive organs, its fear and its inability to protect citizens, implement law and order, punish the abusers and the corrupt, and bring them to the judiciary away from favoritism and courtesies.
    Because of the weakness of the state and the lack of security and protection of the people, the citizen resorts to the societal system for his protection; Clan, mafias and gangs, armed groups, militia parties.
    With the passage of two decades, Iraq is still going from one disaster to another and from one disaster to another, and what makes matters more complicated is the lack of a sense of responsibility by the political class in light of complex circumstances and challenges the country is going through.
    As for the conditions of the authority, the state, and the political process, they are from bad to worse, and there is no one who bears the moral, legal and professional responsibility after the intensification of political differences and the control of the mafias of corruption and their pervasiveness in the joints of the state. Corruption is the root of corruption. No law deters them, no court holds them accountable and issues penalties against them, and no government stops them.
    We have no choice but to pray and turn to God to lift this grief from this nation, as the people's patience has run out and they can no longer bear these nonsense.
