    [size=45]Four years have passed, and Karam Amir is moving between the departments of compensation and the Martyrs Foundation in Nineveh, to complete the treatment of his martyred father as a result of the ISIS war in the summer of 2017, but his endeavor is still in vain; Because of the routine and security checks that take a long time.[/size]
    [size=45]Karam Amir, an aggrieved citizen, says that "the treatment has been promoted since 2018, and has not yet been completed, and officials always declare in the media that they are against routine and want to eliminate it, but this thing does not exist on the ground."[/size]
    [size=45]Although the Nineveh Compensation Commission has completed about 80,000 compensatory transactions so far, the audit procedures in the committees of the Accountability and Justice Commission in Baghdad have stopped about 10,000 transactions for those affected by the war.[/size]
    [size=45]Muhammad Okla, director of the Nineveh Compensation Committee, said, “What has been mitigated is the cancellation of the accountability and justice audit for the heirs, because at one time this scrutiny burdened the families of the martyrs, the injured, the missing and their last transactions for a long time.”[/size]
    [size=45]The routine followed and the procedures of the Accountability and Justice Commission caused the reluctance of about 100,000 affected people to apply for compensation, according to human rights organizations.[/size]
    [size=45]Aws Abdel Halim, General Coordinator of the Victims’ Reparation Support Center, says, “The Iraqi law recognizes the importance of compensating civilians and military victims of military conflicts, but today we find that the number of applicants for compensation transactions does not exceed 12 percent of their total.”[/size]
