Al-Suri stressed, "The necessity of approving the budget in its proper form, because some of its directions are correct, and operating expenses did not reach 90% of previous budgets," noting that "the multiplicity of funds leads to the dispersion of the budget," suggesting that "activating the development of the private sector needs packages of measures." ".
