    The head of the Diwan of the Presidency of the Council of Ministers of the Kurdistan Region, the head of the delegation of the regional government to negotiate with Baghdad, d. Omid Sabah, that the delegation visited the Iraqi capital on Saturday (August 5, 2023), to discuss the preparation of a draft oil and gas law, where it met with the concerned authorities in the federal government regarding the project.
    Sabah said, "As a result of the meeting, we issued a joint statement," which included the agreement of the two sides to form committees to follow up the issue and organize for subsequent meetings, and to submit a working paper through the committees based on the vision presented by the ministry, the Kurdistan Regional Government and the producing provinces, leading to the preparation of the final draft of the law.
    And it was stated in the joint statement that “based on the package of legislative reforms that came in the government curriculum, specifically what came in the twenty-third axis regarding the preparation of the draft oil and gas law, and based on the directive of the Prime Minister, Muhammad Shia’a Al-Sudani, to expedite the completion of this project and with the participation of all relevant parties in this project.” A meeting was held in the presence of the two deputy prime ministers (Minister of Foreign Affairs - Minister of Oil), the delegation of the region, the governors of the oil-producing provinces, the prime minister's advisors and the leadership cadre in the Ministry of Oil.
    The meeting discussed the importance and objectives of this law and the need to complete it as soon as possible, with the participation of the region, the oil-producing governorates, and representatives of the Prime Minister's office. It is essential to invest oil and gas wealth in the best international practices and in a manner that secures the interest of all the Iraqi people," according to the statement.
    The meeting resulted in the following recommendations:
    1- Forming committees to follow up on this issue and organizing subsequent meetings.
    2- A working paper is presented by the committees on the basis of the vision presented by the ministry, the Kurdistan Regional Government and the producing provinces in light of the discussions that took place during the meeting and the previous discussions to be studied by these committees in order to prepare the final draft of the oil and gas law.
    The statement continued, "The completion of this national mission serves our dear country and all of our Iraqi people."
    The ministerial curriculum of the Sudanese government includes a paragraph stipulating the legislation of the oil and gas law, within a period not exceeding 6 months from the start of its work, which has been delayed for several months now.
    The Iraqi Prime Minister has previously considered this law the only way to resolve the outstanding differences and problems with the Kurdistan Regional Government.
    And last Wednesday, Al-Sudani directed the formation of a ministerial committee on the oil and gas law, during a meeting devoted to discussing the draft federal oil and gas law, in the presence of a number of leaders of political blocs, the ministers of foreign affairs, oil and industry, and the advisor to the minister of natural resources in the Kurdistan Regional Government, as well as a number of advisors and experts. technicians and legal.
    A statement issued by the Iraqi Prime Minister's Office indicated that "work is being done to mature the final draft of the law, in preparation for its approval in the Council of Ministers, and submitting it to the House of Representatives for legislation, according to the legal and constitutional contexts," noting that the law "will take into account constitutional principles, in a way that guarantees the fair distribution of oil wealth." And it advances the reality of the economy in its various aspects, and contributes to the economic reform that the government has set in its priorities.
